This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Offices of Hearings and Inquiries (OHI), Front Office. As a Health Insurance Specialist (Technical Authority), GS-0107-14, you will serve as the Medicare Pharmaceutical and Technology Ombudsman (PTO), with responsibility for activities associated with responses to inquiries and complaints, stakeholder engagement, and research and analysis on Medicare program issues.

Duties

Serves as the PTO and is responsible for leading and coordinating the implementation of PTO Ombudsman coordination activities. Leads the implementation of activities that support the various Ombudsman roles in the Medicare program. Provides analysis on emerging or precedent setting policy issues regarding the program and the impact on stakeholders and beneficiaries. Represents the Agency at meetings and conferences with other government and non-government representatives. Receives and responds to complaints, grievances and requests from entities that manufacture pharmaceutical, biotechnology, medical device or diagnostic products that are covered, or for which coverage is being sought under Medicare. Provides cohesive responses, reports, or larger assignments. Prepares and presents recommendations to the Director of the Associate Ombudsman Support Staff, Director and Deputy Director of OHI and other CMS Senior Leadership. Represents the Agency in discussions with internal and external government officials regarding program objectives and their potential impacts. Provides technical advice in the development of short- and long-range planning policies and strategies.

Qualifications

In order to qualify for the GS014 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Working independently or as a project member providing support in planning, designing, and/or implementing healthcare initiatives; AND Conducting case research and analysis of beneficiary inquiries; AND Providing advisory services to management in matters pertaining to healthcare. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
