Duties

You will operate and maintain all systems and equipment on the wide and local area (WAN/LAN) networks, to include clients, servers, switches, routers, firewalls, intrusion detection systems, wiring, and network infrastructure. You will interpret and explain rules and regulations or related alternatives typically involving complex problems operational consequences related to the maintenance of the command's networks. You will assist in the review and analysis of records, reports, transactions and automated systems interfaces to resolve questions regarding operations and/or personnel administration challenges. You will interpret and comply with Department of Defense and Department of the Navy Information Assurance and Privacy Act directives and policies.

Requirements

  • You are required to possess and maintain one of the following certifications: SANS GSEC; COMPTIA Security+; SCNP ISC(2) SSCP, or DISA HBSS.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 (System Administrator) level intermediate within 12 months of appointment.

Qualifications

Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency includes reviewing your own information technology-related work or data to ensure accuracy, completeness, and consistency with standards. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes diagnosing application software problems in response to customer reported incidents. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes preparing and presenting findings and recommendations, to sell or implement new ideas and concepts. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency includes applying complex fact finding, analytical and problem-solving methods and techniques to WAN/LAN issues. Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Using analytical thinking, performance monitoring techniques, IT security concepts, and systems administration techniques to restore files and plan, monitor, and confirm the integrity of system backups. Applying IT security principles, methods and procedures to receive, respond to, and ensure complete resolution of a variety of complex problems. Analyzing multiple audit logs (e.g., firewall, Web server) to identify violations and recommend corrective actions. Correcting security vulnerabilities in assigned systems in response to problems identified in vulnerability reports. Conducting WAN/LAN operations and maintenance on Microsoft client and network operating systems. Using office automation concepts and practices, WAN/LAN client/server architectures, management information systems, and office automation practices to contribute to the creation of information systems security documents. Additional qualification information can be found from the following Office of Personnel Management website: GS-2210: Information Technology Management Series (opm.gov) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

For those that do not meet the specialized experience above, you can qualify with the following education:

Successful completion of a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

OR

Successful completion of 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Possess a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
