The selectee for this position will serve as a Deputy Chief Information Officer (Force Management) in the Information Management Office of BUREAU OF NAVAL PERSONNEL.

Duties

You will support the organization as the Deputy Chief Information Officer (DCIO) providing leadership, guidance, and principal advocacy for information resources and services. You will provide services to implement and sustain Information Management/Information Technology (IM/IT) capabilities in support of Manpower, Personnel, Training and Education Chief Information Officer and the Deputy. You will serve as the primary representative for IM/IT programs, and as the principal advocate of Force Management IT requirements and resources to internal and external organizations. You will serve as the primary authority responsible for compliance with DON IM/IT goals, policy, strategic objectives and architectural initiatives. You will direct Force Management IT transformation and modernization efforts within the organization. You will plan, organizes, directs, promotes, controls and otherwise manages the collection, creation, use, and dissemination of information.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a Top-Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

I have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following: 1) Advise personnel on Information Management/Information Technology (IM/IT) planning/ policy; 2) Execute information technology (IT) budget in accordance with organization plans; 3) Develop solutions to IM/IT problems; and 4) Establish IT policy and procedures in accordance with mission and objectives. My experience in the information technology field has equipped me with skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
