About the Position: This position is located within the Administration and Management (J-1), J1 Enterprise Administration and Systems Integration Division in Falls Church, Virginia. This is a Direct Hire Solicitation Note: A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Student Loan repayment may be authorized.

Duties

Research, review, and interpret higher-command and agency policies; determine applicability of that policy to DHA; and formulate, develop and publish region-specific policy and procedures to implement higher-level directives. Conduct analyses to identify organizational systematic improvements in internal management processes that managers can implement and result in improved efficiency and effectiveness in accomplishing their respective missions and duties. Responsible for managing DHA policy on identification, validation, production, usage, life-cycle management, and disposition of DHA administrative instruction for the DHA forms program. Write, edit, review (according to publishing standards) and exercise sole approval authority for releasing edited electronic and printed agency forms to DHA and other external groups for approval. Act as liaison between the DHA, Personnel and Readiness, and Washington Headquarters Services (WHS) Executive Services Directorate (ESD) on all DHA forms matters and prepares periodic status reports for senior leaders on the DHA forms program. Prepare budget requirements and executes assigned Section budget, which includes such items as training, supplies, equipment, and maintenance. Perform supervisory personnel management responsibilities by planning and assigning work to be accomplished by subordinates.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes analyzing organizational systematic systems to identify improvements in internal management processes for improved efficiency and effectiveness; assisting in the life-cycle management and/or disposition of administrative instruction for the forms program; providing direction for forms personnel/contractors; maintaining accurate inventory of all current forms and/or necessary management information for the forms program; and assisting in the budget requirements for submission. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
