About the Position: This position supports the mission of the DHA Strategy, Plans, and Functional Integration Directorate (J-5) Strategy Management Division and serves as the Division Assistant Chief and is located in Falls Church, Virginia. Note: A recruitment or relocation incentive may be authorized.

Duties

Assist the Chief, Strategy Management Division in managing the DHA J-5 Strategy Management Division. Design and implement interventions, procedures, and processes to plan, develop, implement, communicate, and evaluate the DHA execution to strategy. Oversee quantitative or qualitative analysis of policies, programs, and processes related to strategy, performance improvement, enterprise solutions, and performance planning/management. Ensure open communications throughout the organization regarding strategy, performance management, and improvement activities. Support reviews and analyses for senior leaders that assess enterprise strategic performance and improvement of the Military Health System. Assist the Chief, Strategy Management Division in providing oversight, supervision, and direction to 5 subordinate branches and directly supervises 7 civilian and 2 military in Division Support. Serve as the program manager for contracted strategy support personnel and provide oversight of division administrative processes (budget, acquisitions, human resources, manpower, space utilization, ATAAPS, DTS, etc.) Understanding of theories and models related to strategy development and execution are critical to strategic success within the DHA, enterprise support activities, and Military Health System. Support reviews and analyses for senior leaders that assess enterprise strategic performance and improvement of the Military Health System. Align relevant U.S. Government and military priorities to Military Health System improvement efforts and coordinate alignment to subordinate (i.e., DHA and Service medical components) initiatives to drive business and health performance improvement.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
