About the Position: This position serves as FORSCOM's Health Systems Plans and Operations Officer. Fort Liberty is known as the "Home of the Airborne and Special Operations Forces." A culturally diverse area with both rural and city populations, it is co-located at Fayetteville, NC and is centrally located just hours away from beaches and mountains.

Duties

Provides overall management in the areas of medical personnel, plans, operations, readiness, mobilization, deployment, and sustainment of FORSCOM Active Component (AC) and Reserve Component (RC) units. Coordinates medical personnel management in support of national policy and directives. Develops and coordinates force structure, programming, resourcing, doctrine, and design actions with HQ FORSCOM staff, HQDA Deputy Chief of Staff, G-3/5/7; and the Office of the Surgeon General (OTSG). Validates Timed Phased Force Deployment Data (TPFDD) record requirements and force structure for supported theaters. Develops, updates, coordinates, and monitors personnel reports and data involving management of AMEDD personnel to meet real world or exercise mobilization contingencies/scenarios. Serves as FORSCOM's program advisor for the Assistant Secretary of the Army for Manpower and Reserve Affairs, 90-Day Boots on the Ground (BOG) Rotation Program for Reserve Component medical providers. Leads FORSCOM surgeon input to the FORSCOM Command Training Guidance and Pre-Deployment training guidance for all AC and mobilized RC units deploying in support of GFMAP requirements. Conducts research and analysis of medical readiness policies and programs. Maintains a detailed understanding and operational ability in the use of current Army information technology systems. Attends staff meetings and conferences as the Readiness Office representative on all matters concerning policy and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must obtain and maintain a Secret security clearance.
  • Position requires a maximum of 20% TDY annually.
  • This position is Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • The incumbent may be required to serve a one-year probationary period.

Coordinates staff actions, unclassified and classified orders, tasking and informational messages/papers, and briefings in support of all program operations. Develops and coordinates force structure, programming, resourcing, doctrine, and design actions for medical operational force structure. Compiles data reports and completes statistical analysis to inform resource prioritization and training requirements for medical personnel and unit readiness. Demonstrates superior oral and written communication skills to interact convincingly and effectively with high level officials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
