This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Assistant Commandant for C41T (CG-6), Office of Cybersecurity Program Management (CG-62), located in Washington, DC.

Duties

This position serves as a Senior Information Technology Cybersecurity Specialist (INFOSEC), reporting directly to the Senior Information Security Officer (SISO). You will be identifying, evaluating and implementing new and emerging technologies in information technology security; creating relevant policy; evaluating and optimizes/changes in the existing technical environment including operating procedures and policies; advising on IT security issues to aligning technology-related decisions.

Requirements

  • U.S. Citizenship is required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • A one-year probationary period may be required.
  • This position requires a Top Secret/SCI clearance.
  • IAM level 3 certification required within six months of accepting position.

Qualifications

To qualify for the GS-14 level, applicants should have at least one (1) year of specialized experience at or equivalent to the GS-13 level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work.   Specialized experience includes the following: Applicant MUST meet ALL 4 conditions.   Developing policies and procedures to prevent and defend against unauthorized access to systems, networks, and data; AND Conducting risk and vulnerability assessments; AND Promoting awareness of security issues; conducting systems security evaluations; AND Participating in network and systems design. To qualify for the GS-13 level, applicants should have at least one (1) year of specialized experience at or equivalent to the GS-12 level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work.  Specialized experience includes the following: Applicant MUST meet ALL 3 conditions. Utilizing information systems security protocols to ensure coordination and/or collaboration on security activities; AND Coordinating projects that involve development, implementation, and enforcement of cyber security policies and standards; AND Monitoring and evaluating systems compliance with IT security requirements. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.1. Federal Acquisition Certification for Program and Project Managers Level II (F AC P/PM-11) or management determined equivalent within two years of entry into the position.2. Information Assurance Management Level III (IAM-III) or management determined equivalent within two years of entry into the position. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
