Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is: as an Air Reserve Technician (ART) Officer, serves as the Air Force Reserve Command (AFRC) A1 Spaces, Faces, and Funding Forum (SF3) lead. The incumbent is a key management official charged with leading the SF3 Forum and performing A1 Career Field Manager (CFM) duties. In addition, trains reservists in the accomplishment of the tasks set forth herein. DUTIES: 1. Program Management/Interdisciplinary collaboration among foundational activities which are of special significance to the Command such as planning, coordinating, and innovating. 2. HQ AFRC A1 Director/Career Field Manager as Force Support Portfolio Manager. 3. Assesses the effectiveness of program execution. 4. Advises Director or managing officials of plans and programs that impact decisions on directorate program operations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: At least one year of specialized experience to at least the GS-12 level in the Federal service, with the particular knowledge, skill and abilities to successfully perform the duties of the position. Experience includes 1) Conducting comprehensive reviews and extensive analysis of a wide diversity of Senior Leader Programs, Succession Planning, Total Force organizational, functional, and Human Capital Management (HCM) system and work processes; 2) Providing management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings, to include establishment of strategy, policy, and guidelines for senior workforce management, force development and other related HCM programs; and 3) Performing reviews and analyses based on pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and HCM-related data and IT systems which affect HCM strategy, policies and programs. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge in planning, organizing, and directing team study work, and in negotiating effectively with the AFRC staff and with counterparts at gaining MAJCOMs, Air Force, and military agencies. 2. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating program operations to develop comprehensive reports. Demonstrated skill in research and analytical thinking to resolve programmatic issues. 3. Knowledge of all A1 functional community portfolio, for recruitment, sustainment, and progression of the officer corp. 4. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, military operational areas. 5. Ability to plan, organize, and leads others in studies or projects where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships. Ability to plan, organize, direct functions, mentor, motivate, and appraise the employees of an organization. Ability to manage several projects simultaneously. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. 2. Incumbent may be required to fly in commercial or military aircraft to perform temporary duty assignments away from the normal duty station. Ability to identify and propose solutions to HCM problems and issues that are broad and important to AFR strategy. 3. This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC, AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement. 4. This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in DoDD 1200.7, "Screening the Ready Reserve". 5. Demonstrated leadership and managerial abilities are essential to successful accomplishment of responsibilities inherent in this position. 6. Performs other related duties as assigned. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
