Duties

Performs supply chain management quality functions for DLA Energy. Evaluates contractor's quality processes, procedures, and documentation for completeness, adequacy, and accuracy. Performs oversight functions at assigned facilities without direct supervision and reports progress of work to respective supervisor/commander. Ensures conformance of the contractor's systems, and other qualitative and quantitative evidence of performance in accordance with sound quality management practices, provisions of DLA Energy solicitations, contracts, and product specifications. Inspects conveyances (tankers, barges, pipeline setup, trucks, railcars, etc.) utilized for transporting petroleum, chemicals, lubricating oils, missile fuels and gases to determine their suitability for intended use. Observes key operations throughout the procurement process that include manufacturing, production, processing, blending, storage, sampling, testing, shipping, loading, calibration, and documentation. Analyzes solicitations, contracts, and other documents to implement DLA Energy Quality Assurance (QA) procedures to verify that products/services offered by the contractor comply with contractual requirements. Assists in the development and monitor of Memorandums of Understanding (MOUs), and Memorandums of Agreement (MOAs) with foreign nations, and/or foreign Contractor Owned-Contractor Operated (COCO) facilities. Reviews contingency plans, orders, and provides input to quality surveillance annexes. Performs ancillary functions as Property Administrator and Contracting Officer Representative (COR) at Government Owned-Government Contracted (GOCO) and Contractor Owned-Contractor Operated (COCO) intermediate Defense Fuels Support Points (DFPSs).

Qualifications

To qualify for a Quality Assurance Specialist (Chemicals), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Reviewing production activities and capabilities in light of contract quality requirements. Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. Identifying inadequacies and requesting corrective action. Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities. Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Although approximately 40% of the work is performed in an office setting, extensive TDY trips are required resulting in continuous environmental changes. TDY trips are required for on-site inspections of contractor loading/discharging facilities (service/procurement) for Energy products, gas, oil, and Into-Plane contract locations. This requires considerable and strenuous physical exertion such as frequent climbing of tall ladders and crouching or crawling in restricted areas i.e., climbing up, onto, and into tanks in excess of 60 feet high and accessing petroleum marine vessel tankers via gangways/Jacobs Ladders as well as stooping and bending while inspecting storage tanks, which may take a couple of hours to complete. Some tanks may require cleaning and necessitating additional periods of standing and climbing. Operations involving support of U.S. military units engaged in combat support duties are also likely. Physical examination is required, both as a condition of employment as well as on a recurring annual basis. Work Environment: The nature of the work requires that the specialist, on a regular and recurring basis, be exposed to potentially dangerous situations. Work is outside, subject to inclement weather conditions, and occurs all hours of the day and night. In all cases, the incumbent is expected to enforce and observe all applicable safety precautions, including the use of personal protective equipment(e.g. toxic chemical protective clothing) and devices. The Quality Assurance Representative (QAR) works in the vicinity of explosive petroleum products, toxic laboratory chemicals, and toxic fuel additives. Incumbent is required to work extensive overtime periods in all types of environments. The QAR can also be voluntarily deployed in support of ongoing U.S. military operations on foreign soil Expeditionary Civilian (EC) Position: This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as Emergency Essential. In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.
