You will serve as a QUALITY ASSURANCE SPECIALIST in the NAVY CLOSURE TASK FORCE - RED HILL DIVISION of COMMANDER NAVY REGION HAWAII. The salary range for positions filled at the GS-09 is $62,517 to $81,272. The salary range for positions filled at the GS-11 is $75,640 to $98,330.

Duties

You will compare a contract with quality assurance (QA) plans to confirm program requirements are met. You will analyze a quality deficiency report (QDR) to determine quality of material is not degraded or violated. You will adjust quality assurance (QA) auditing activities as indicated by quality data trends or conditions. You will conduct follow-up audit to verify that corrective or preventive action has been implemented. You will collaborate with contracting office or program management office to resolve customer complaints and improve quality assurance (QA) services to the customer. You will create report of investigative findings to summarize factual data and conclusions for quality assurance (QA) programs.

  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Selectee must obtain and maintain a current valid United States driver’s license.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • The position requires the incumbent to be on-call and available 24 hours a day unless in an authorized leave or temporary duty status. Incumbent may be required to work overtime.
  • Incumbent may be required to take part in readiness exercise and real world response action.

Qualifications

FOR THE GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing quality assurance for maintenance and repair operations; 2) Ensuring that products, services and equipment conform to validated standards; 3) Providing Quality Assurance (QA) and Quality Control (QC) for repair specifications, contractor process controls and government and contractor management controls; 4) Reviewing and enforcing the management of the contractor's quality control program to assure adherence to contract requirements; 5) Preparing and presenting quality audit reports to senior management; 6) Ensuring that all threats to the successful delivery of the contract are addressed and mitigated in the Government's best interests.(NOTE: Your answer must be supported by information in your resume.) FOR THE GS-09 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Documenting defects and recommendations for improvement; 2) Reviewing and providing recommendations towards approval of contractor quality control plan; 3) Reviewing contracts and technical data packages to identify the specification requirements which the contractor's process must meet; 4) Ensuring that all threats to the successful delivery of the contract are addressed and mitigated in the Government's best interests.(NOTE: Your answer must be supported by information in your resume.) The work may require specific, but common, physical characteristics and abilities such as above average agility and dexterity. Regularly conducts quality assurance reviews of construction. Much of the time is spent walking, crouching, standing, and climbing high ladders to conduct quality assurance reviews. WORK ENVIRONMENT: Work generally involves minimal risks and observance of safety precautions typical of an office setting. However, field inspections are made which may require protective clothing. Protective clothing worn in field inspections includes hard hats, reflective vest, hard-toed boots, safety glasses, and ear protection. Other protective wear such as safety harnesses, coveralls, and gloves may be required for certain situations. The incumbent may be assigned to work in areas where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR THE GS-11 GRADE LEVEL:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.

FOR THE GS-09 GRADE LEVEL:

Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Have obtained an LL.B. or J.D. that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
