The primary purpose of this position is to serve as the Assistant to the Installation Deployment Officer (AIDO), Wing/Installation Support Agreement Manager and focal point for the War Reserve Material (WRM) program. Assists the Installation Deployment Officer (IDO) with readiness requirements for mobility, reception, war and contingency plans. Duties

Assist the Installation Deployment Officer (IDO) with planning, organizing and implementing the Installation Deployment and Base Support and Expeditionary (BAS&E) Site Plans. Manages and maintains all classified and un-classified Integrated Deployment Systems (IDS). Manages and administers the Installation Support Agreements Program. Prepares support agreements IAW DoD, AF and higher headquarters guidance. Develops comprehensive catalog of wing capabilities and publishes the Installation Support Agreement Catalog. Manages and monitors the Wing War Reserve Material (WRM) Program. Serves as the installation focal point for all War Reserve Material (WRM) consisting of enterprise managed, strategically positioned equipment and consumables that support initial operations and initial sustainment across a full range of military operations. Assists the IDO with Contingency Planning. Determines capability of the wing to support contingency taskings. Researches combat force listings of operational plans, command functional manager tasking letters, operational capability statements and all other deployment related tasking documents to identify installation deployment requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of logistics management operations that involve wing-level planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, support agreement and war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control. Work requires considerable skill in applying and integrating this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve logistics management issues or problems. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least two years of progressively higher-level graduate education but have not obtained a PH.d or equivalent graduate degree. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution, support agreement and war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, and logistics command and control. Knowledge of Integrated Deployment Systems (IDS) which include logistics management information systems necessary for planning and executing deployment operations (e.g., Logistics Module (LOGMOD), Deliberate Crisis Action Planning and Execution Systems (DCAPES), AEF UTC Reporting Tool). Skill in analyzing, evaluating, and interpreting logistics readiness factors, and formulating procedural solutions to problems. Ability to integrate the separate functions in planning or implementing a logistics management program. Ability to identify, analyze and translate complex information, make appropriate judgments, and evaluate options concerning base readiness. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
