The primary purpose of this position is to the primary action officer providing holistic Portfolio Management (PFM) support, leadership, and project management across the Logistics Information Systems owned by the Deputy Chief of Staff (DCS), Air Force Logistics, Engineering and Force Protection (AFA4) organization.

Duties

As a primary action officer, provide holistic Portfolio Management (PfM) support, leadership, and project management within and across the core A4IS business areas: Compliance, Security, Data Management, Architecture, Strategy, EMA and FIAR. Provide Portfolio Management support within and across the Compliance business area to ensure IT investments align with strategy and meet mission requirements at the right level of risk and cost and improve the visibility and management of resources allocated for IT and enable AF A4 to assess, prioritize, and allocate funding for IT as well as to identify redundancies and opportunities for increased efficiencies. Provide Portfolio Management support within and across the Security to include Information Assurance (IA) and System Security Certification and Accreditation (C&A) business area. Specific tasks include: Collect information security, IA, and C&A data from managers, and assist with AF A4 submissions to statutory and regulatory reporting requirements to include: AF CIO's annual IA Report to Congress, Federal Information Security Management Act (FISMA), and Clinger-Cohen Act of 1996. Provide Portfolio Management support within and across the Data Management business area and ensure data governance, accuracy, management, and transparency are implemented across the Portfolio. Provide Enterprise Architecture and Portfolio Management support within and across the Logistics, Engineering and Force Protection Enterprise Architecture business area and ensure the AF's Logistics & Materiel Readiness and Installations & Environment maintain alignment with the DoD and AF Business Enterprise Architecture (BEA). Provide Portfolio Management support within and across the IT Strategy business area to ensure AFA4 strategic planning, development of policies and procedures for corporate AFA4 objectives, guidance, and policy for implementing information systems modernization and integration efforts is accomplished and within Portfolio priorities. Provide Portfolio Management support within and across the FIAR/EMA business area to ensure short and long term efforts to obtain reliably consistent, timely, and accurate data for CFO reporting from all appropriate AF logistics financial and financial feeder information systems in support of FIAR mandates is accomplished. This includes metrics tracking of progression to audit readiness. Advocate for and provide functional and technical input to support monitoring and guidance for migration of core AFA4 systems for full integration onto the GCSS-AF, DISA, Common Computing Environment, or other fully accredited environments.

  • This is a Centrally Managed Position in the Logistics Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of policies, concepts, staff and operating functions and procedures affecting combat support functions at various levels of command, throughout the Air Force and DoD. Thorough knowledge of Air Force and command organizational structures and functions. A thorough knowledge of relationship procurement, distribution, maintenance, transportation, services, engineering, supply, and other combat support functional areas, as well as budgeting, funding programming is required. Expert knowledge of analytical skills, to include strong initiative, diplomacy, and decision-making abilities is necessary. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad knowledge base of policies, concepts, staff and operating functions, and procedures affecting combat support functions, modeling & simulation, and/or automated information systems management at various levels of command throughout the Air Force and DoD, Familiarity of the interrelationships among logistics, other combat support functions as well as other functional areas both within the AF and within DoD. Use of analytical techniques necessary in the determination, programming and defense of current and long-range requirements. Ability to plan, program, and coordinate with personnel in diverse combat support functions is mandatory. Thorough and comprehensive knowledge of DoD, Joint, and Air Force combat support and operational doctrine, policy statements, principles, and/or directives. Thorough knowledge of technical aspects of modeling & simulation and/or automated information system innovations and developments. Must be able to identify and recommend new and/or proven technology to resolve existing combat support information system problems. Competent use of staff procedures to include a thorough understanding of the administrative requirements to develop a fully coordinated staff package. Mastery of the complete repertoire of action officer skills including staff procedures, coordination procedures, and the ability to negotiate concurrence with non-coordinating agencies. Must be adept at translating official policy position into clearly written guidance for all Air Force units. Thorough knowledge of HQ USAF organization and function. Working knowledge of the relationship between HQ USAF, SAF, and the headquarters of all services, DoD agencies, the OSD staff, and the Joint Staff. Competent use of organizational and administrative skills related to meeting and conference planning and execution. Thorough working knowledge of protocol procedures, administrative and securing requirements, time and financial management, and other essential elements of meeting and conference execution. Competence in the use of written and oral communications. Must be able to consistently communicate and relate complex combat support and M&S and/or information system management concepts to audiences with widely varying degrees of familiarity with the subject matter. Must be able to articulate a policy position to senior Air Force officials. Must be able to effectively develop and deliver and informational or persuasive briefing or speech. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
