The primary purpose of this position is to serve as the authoritative source for all Air National Guard (ANG) aircraft maintenance policies for the National Guard Bureau (NGB), including 90 units and 75 flying wings. Duties

Direct the planning and development of NGB enterprise weapons system maintenance policy and programs for Fighters: F-15, F-15E, F-16, F-22, F-35, A-10, Tankers: KC-135, KC-46, Transport aircraft: C-130 (including C-130H and C-130J models), C-17, Unmanned Aerial Vehicles: MQ-9, search and rescue aircraft: HC-130J, HH-60G. Analyzes, evaluates, and reviews proposed and existing logistics and maintenance policies and related issues of high visibility, criticality, and applicability to the entire Air National Guard. Develops and manages the Maintenance Standardization and Evaluation Program (MSEP), conducts Inspector General (IG)-directed Continual Evaluations (CE) for all flying wings and Combat Readiness Training Centers (CRTC), and provides guidance to commanders, supervisors, and personnel on general policy and specific aircraft and equipment maintenance matters. Collaborates with the HQ Air Force, Major Commands, NGB staff, wing Maintenance Group Commanders, Quality Assurance Office and production area managers.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of critical strategic aircraft and equipment maintenance management, their underlying statutory and regulatory framework, and the interrelationships with related Department of Defense (DoD)-wide and private sector activities to formulate, analyze and implement broad programmatic policy. Policy development and oversee large complex studies and projects with far-reaching impact; and identify and develop strategies in response to emerging mission requirements. Comprehensive ability to conceive, plan, and manage all aspects of a unique program or project of broad scope impacting a critical National Guard Bureau (NGB)/A4 programs. Work requires knowledge of equivalent analytically demanding issues such as the ability to initiate, design, integrate, implement, and evaluate aircraft and equipment policies and practices for NGB. Advanced understanding and knowledge of broad policy concepts that facilitate the ability to generate and analyze projects and programs which depart from previous practices, and which require the initiation of aircraft maintenance innovations, concepts and principles. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Air Force Information Management publishing Tool (AFIMPT), to include utilization, development, sustainment short and long-term strategic planning, data support and broad knowledge and understanding of this system. Knowledge of all aspects of Integrated Life Cycle Management and impacts/implications associated with Aircraft and Equipment Maintenance Management. Skill in applying senior analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Skill in managing and coordinating complex activities, gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions. Ability to prepare special studies and staff reports including the ability to meet emergent and/or changing program requirements within available resources. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. Ability to plan and organize work and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
