The primary purpose of this position Is: To exercise first level supervisory and managerial authorities over the HQ AFDW Programming Plans and Support Agreements Branch (A4RA). To serve as the Headquarters Air Force District of Washington Chief, Programming Plans and Support Agreements Branch at Andrews Air Force Base.
Duties
Plans, organizes, and directs the activities of the Programming Plans and Support Agreements Branch ensuring that his/her branch complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Represents HQ AFDW A4R/M with a variety or DoD, HQ USAF, installation and functional area organizations. Establishes, develops, and maintains effective working relationships with JF-NCR, HQ USAF, HQ AFMC, HQ DLA, other MAJCOM's, other Directorates', Wings, etc.
Serves as the AFDW functional/administrator single focal point for programming plans provides programs management concerning AFDW's operational and support capabilities consistent with DoD, HQ USAF and AFDW policies, concepts, system and management objectives.

- Must possess a broad knowledge of Air Force structure and functions and be thoroughly familiar with the Air Force system of regulations, manuals and other directives.
- Knowledge of program management and organizational principles and practices, technical, systems, and procedures to prepare long-range and short-range planning in accordance with broad AFDW program policies and objectives. (CONT)
- Knowledge of the administrative processes and documentation requirements of plans program.
- Planning skills are the most significant aspect of this position. The peacetime, wartime/contingency impact on this command is critical for support to JF-NCR and to the delivery of US forces to the theater of conflict. Incumbent has primary (CONT)
- responsibility for development of all logistic annexes to plans that support JF-NCR and war/contingency plans, especially during wartime and contingency operations through MANOR and MANREQ programming actions.
- Incumbent must possess all of the essential management skills and be able to apply quality principles. It is mandatory that the incumbent attend formal quality management training and support the AFDW AFSO 21 program. This is crucial to (CONT)
- ensure viable, flexible, and economical supply support posture in view of an austere financial environment. Organizing abilities are necessary to provide optimal staff effectiveness. Directing skills and quality management are most obvious in (CONT)
- the review of AFDW budget inputs and coordination on budgetary/fiscal matters. Staffing expertise is particularly requisite in the joint negotiation process with other MAJCOMs and services., work processes and workloads pertaining to plans.
- Required to travel by regularly scheduled passenger military or commercial means in performance of temporary duty
- Have and be able to maintain a secret clearance
- This is a Supervisory position; a one-year supervisory probation period is required if applicant selected has not previously met this requirement.
- This position is a "Key" position IAW AFI 36-507, Mobilization of the Civilian Work Force. It cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively.(CONT)
- Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes direction of a MAJCOM/ major wing-level organization that provides direction, staff advice and assistance to JF-NCR, HQ USAF, AFELMs, selected FOAs and the wings in programming plans and support agreements management, and deployment planning to ensure JF-NCR and Agile Combat Support mission accomplishment under both peacetime and wartime/contingency conditions. Directs a multi-mission program that performs technical and administrative services. Decisions and actions affect HQ USAF, all members of the Logistics Readiness and extends to the entire wing, base, AFELMs and selected FOAs. Directs a program segment that provides policy, procedures, and guidance in support of, programming plans and support agreements Support Agreements Tracking System, and Enterprise Solution operations across AFDW, its units, selected FOAs and AFELMs worldwide. Directs a program segment that performs technical, and administrative work. Directs administrative services which support and directly affect the operations of JF-NCR, HQ USAF and AFDW.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of civil, mechanical, and electrical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines
2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and nonappropriated funds.
3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
5. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
