You will serve as an Equipment Specialist (Weight Handling Equipment) in the Project Management Division, Engineering/Acquisition Business Line of the Navy Crane Center (NCC), Naval Facilities Engineering Systems Command.
Duties
You will run a multi-discipled project team, assist in requirements development, hold all required in-process meetings, ensure project requirements and deadlines have been met, and close out the project.
You will interface with customer, engineering personnel, A/E firms, contractor personnel, and SYSCOM (requirements development) personnel.
You will perform detailed cost estimates.
You will develop schedules and a scope of work.
You will understand and negotiate contract requirements.
You will develop independent government estimates, in-house funding requirements, and project schedules.
You will request and process funding.
You will negotiate on acquisition projects.
You will write and issue project status reports.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
Qualifications
For the GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Participating on source selection boards as an advisor and board member; 2) Negotiating on acquisition projects; 3) Developing independent government estimates, in-house funding requirements, and project schedules; 4) Writing and issuing project status reports; 5) Negotiating contract modifications; 6) Requesting and processing funding; 7) Functioning as the technical representative for contracting officer, verifying work completion to the statement of work, and monitoring performance of work.
For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Running a multi-discipled project team, assisting in requirements development, holding all required in-process meetings, ensuring project requirements and deadlines have been met, and closing out the project; 2) Interfacing with customer, engineering personnel, A/E firms, contractor personnel, and SYSCOM (requirements development) personnel; 3) Performing detailed cost estimates; 4) Developing schedules and a scope of work; 5) Understanding and negotiating contract requirements; 6) Verifying technical adequacy, conformity to requirements, and availability of funding; 7) Developing oral and written technical reports to various levels of management both in and out of government.
