You will serve as a EQUIPMENT SPECIALIST in the OPERATIONS OVERSIGHT DEPARTMENT of NCC.

Duties

You will integrate Weight Handling Equipment design characteristics with test procedures to assure the equipment is properly tested. You will analyze technical data for the assessment of equipment to interpret their operation and predict potential problems. You will write reports of findings to document review results and corrective actions required. You will brief management regarding equipment issues, problems, and requirements.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-12: Your resume must demonstrate at least one year of specialized experience and extensive knowledge of NAVFAC P-307 requirements and general rigging and operations experience and knowledge,at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1)Providing guidance and inspection requirements to Navy activities on weight handling program matters. 2)Determining if weight handling programs are in compliance with applicable requirements to include nuclear, Special Purpose Service, and reactor servicing requirements with regard to rigging gear, in-hull rigging operations, and crane operations, etc. 3)Ability to recognize and prevent poor rigging and operational practices and be able to calculate/determine total capacities of rigging configurations. 4)Performing hands on inspection of rigging equipment and rigging gear to ensure properly tested and marked to required standards. 5)Reviewing equipment and rigging gear load test and inspection documentation to ensure correct test loads, minimum load test time durations, and proper inspection periodicities. 6)Evaluating and advising personnel on the effectiveness of the activity's weight handling program with regard to rigging and operations, rigging gear, operator licensing, training, and contractor crane oversight. 7)Preparing formal audit, assessment, and inspection reports and presents findings to activity management. 8)Coordinating with team leader and other team members to plan and prepare for evaluations to include logistics, communications, and development of audit plan. Identifying and analyzing weight handling program issues and assessing relevance and accuracy of information; Evaluates alternative perspectives/solutions. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Have successfully completed a Ph.D.p or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
