You will serve as a SECURITY SPECIALIST in the TOTAL FORCE MANAGEMENT DEPARTMENT of NAV METEOROLOGY AND OCEANOGRAPHIC CMD.
Duties
You will serve as the Security Manager and be responsible for administering the commands Information, Personnel, and Industrial Security Programs.
You will develop and administer the Commander, Naval Meteorology and Oceanography Command (CNMOC) Headquarters (HQ) Information, Personnel, and Industrial Security Programs covering civilian, military, and contractor personnel.
You will ensure that the security program is coordinated and inclusive of all requirements in SECNAV M-5510.30C and in SECNAV M-5510.36B
You will serve as the Commander's advisor and representative in matters pertaining to the Information Security Program.
You will serve as the advisor and representative in matters pertaining to the Commander’s Original Classification Authority
You will serve as the Commander's advisor and representative in matters pertaining to the Personnel Security Program.
You will enter all contractors into the Trusted Associate Sponsorship System (TASS) to obtain Command Access Card (CAC) and verify continued need for CAC every six months.
You will ensure compliance with the requirements of SECNAV M 5510.36 when access to classified Information is provided at the command to cleared contractors.
You will review and sign the DoD Contract Security Classification Specification for classified contracts.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position requires access to Sensitive Compartment Information (SCI).
- Incumbent must complete an initial Single Scope Background Investigation (SSBI) and be favorably adjudicated to meet Navy SCI personnel and security criteria derived from Director, Central Intelligence Directive 6/4 (DCID 6/4).
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience developing and managing regulations, policies, and procedures in the areas of Information, Personnel, and Industrial security
Experience managing automated database systems (e.g., Defense Information Security System, or similar systems) to ensure security investigations/clearances exist and are current for personnel requiring access to designated restricted areas or facilities, property, or information systems
Experience providing guidance in the operation of the Electronic Questionnaire for Investigation Processing (eQIP) system for submission of completed forms
Experience solving security issues and ensuring security compromises and violations are investigated and reported
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience maintaining a database of CNMOC HQ personnel that encompasses security clearance level, date granted, status, and basis (type of investigation); modifies/improves database structure as appropriate.
Experience ensuring all security violations or incidents involving the possible loss or compromise of classified information, to include those involving information technology systems, are investigated and properly reported.
Experience verifying contractor's facility security clearance and storage capability before release of classified information.
Experience ensuring compliance with the requirements of SECNAV M 5510.35 and supporting the Activity Physical Security Officer in effectively overseeing daily operations of physical security requirements.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree
