You will serve as a Supervisory Security Specialist in the NAVAL OCEANOGRAPHIC OFFICE of NAVOCEANO BAY ST LOUIS.

Duties

You will develop, install, manage and enforces regulations, policies and procedures in the assigned areas of information, personnel, physical and industrial security throughout NAVOCEANO. You will ensure the continuous upgrade or improvement of NAVOCEANO security programs and development of security awareness throughout the office. You will serve as the commanding officer’s advisor and direct representative in security matters. You will set performance standards, evaluate subordinates' performance, interview candidates for positions and selects or makes recommendations for appointment, promotion or reassignment. You will carry out EEO policies and communicates support of these policies to subordinates. You will develop, update and disseminate all information in regard to information, personnel physical and industrial security. You will implement higher authority guidance in security standards, guidelines or policy throughout the office. You will be responsible for fiscal management and planning. You will ensure that compromises and other security violations are investigated, reported, recorded and when necessary determines degree of subjection to compromise. You will formulate and coordinate security control, accountability procedures and storage measures for the protection of classified material through top secret. You will develop and implements a comprehensive security inspection program for NAVOCEANO activities ashore and afloat. You will establish, develops and implements requirements and procedures for safeguarding all levels of classified material, critical assets, scientific equipment, material, supplies and classified data processing equipment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • The incumbent must continue to meet Director, Central Intelligence Directive (DCID 6/4) criteria as long as this position is occupied.
  • Periodic updates of this T5 will be initiated at four and one half year intervals to determine the eligibility of the incumbent to continue to be granted access to Top Secret/SCI material and data.
  • The incumbent must become and maintain SPED certification in security Fundamentals Professional Certification (SFPC) and Physical security Certification (PSC). The incumbent will have two years to obtain the certification if not already possessed.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with security program interrelationships to plan and coordinate an overall office wide program, allowing for different program objectives and implementing multiple procedures and practices. Experience making decisions on what actions need to take place to protect classified information/national security and applying multiple classification guides to properly classify Navy products. Experience reading and interpreting navy policy and regulations, then applying those regulations to unique Navy requirements. Mastery of general security administration programs combined with a comprehensive knowledge of security policy requirements to function as a technical authority in assignments requiring the application of new theories and developments to security problems not susceptible to treatment by accepted security methods, technology or procedures.
