You will serve as a Contractor's Officer Representative in the 8076 Code, certified by Code 02 of NAVSRFWARCEN DET. This position is part of Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.

Duties

You will manage the review and approval of policy compliance, oversight and execution of contractual technical tasking. You will manage the review and approval of tasking to contractors working with program managers; manages and participates in the contractor's performance reviews. You will perform continuous monitoring of contract reports and accomplishments; monitor work progress; work products; and advises on appropriation and funding limitations, and compliance guidance. You will manage the approval process for management plans; manages contractor's tasking development, processing, funding status, etc. You will troubleshoot contracting, tasking and funding issues and monitor contract reports for consistency with technical and financial tasking and anticipated future tasking. You will plan and coordinate the work effort and consolidate findings and results. You will provide acquisition, contract support and Contractors Officer Representative support to technical Advisors working across department 80 and its detachments. You will evaluate key organizational program/projects and issues concerning contracting strategies and other procurement strategies.. You will resolve difficult and precedent setting problems and develops new interpretation and procedures. You will analyze and recommend costs and benefits of alternative methods of financial management of organizations programs and administrative operations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-04 (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector analyzing or recommending advantageous alternative methods of financial management of programs by recommending changes or identifying areas of improvement of planning or forecasting for an organization related to acquisition and contracts.
