The primary purpose of this position is to serve as the Information System Security Manager and
Cybersecurity Advisor ensuring for security relevant IS software, hardware and firmware is maintained and documented. Provide technical advice/assist to senior leadership, and training to unit personnel.
Duties
Serves as the Commander's authority for Information Assurance on Advanced Program Networks/ systems design, analysis, configuration and Cyber Assurance within 552 ACW Advanced Program Offices.
Serves as Information System Security Manager (ISSM) and Cybersecurity Advisor.
Assesses policy needs and develops policy and procedures governing enterprise IT services.
Provides expert technical guidance and advice in analyzing systems status as related to potential organizational business requirements.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience is defined as troubleshooting/analyzing complex hardware and software malfunctions; applying systems security principles, methods, regulations, and policies to plan and coordinate the development of specifications to meet cyber objectives and requirements at the operational/tactical level. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of Information Assurance (IA) /Information Technology (IT) best commercial and military security practices, testing concepts and weapons systems capabilities specifically utilizing information presented in the Joint Special Access Program Integration Guide (JSIG). Utilizes this knowledge to assist ACC in accomplishing its cyber missions through risk, vulnerability evaluation and improvement.
Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
Knowledge of wide range of principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance.
Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions.
Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
Ability to understand, develop analytical investigative techniques and provide recommended feasible solutions to JFHQ-C (AF), and ACC's operational challenges, by working within and outside the organization to gain support for the organization's goals and objectives.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
Ability to maintain an up-to-date awareness of commercial technology advances, DOD initiatives to incorporate technology into enterprise services and programs and predict how management can meet future requirements.
WORK ENVIRONMENT: The work is performed in a typical office setting with visits to various other buildings or offices to support projects. The work environment involves everyday risks or discomforts that require normal safety precautions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
