The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.
Duties
This position is located within the Department of the Interior, Office of the Secretary, Office of the Assistant Secretary-Policy, Management and Budget (PMB), Office of Environmental Policy and Compliance in Washington, DC.
At the full performance level (GS-14) the major duties of this position include but are not limited to the following:
1. Performs quantitative/qualitative analysis, reviewing and recommending revisions and/or proposing approaches or strategies on NEPA processes and/or documents, environmental regulations, policy, guidance, and other environmental review processes and related documents.
2. Acquires and analyzes information about environmental issues, clarifies and disseminates Departmental information, provides guidance on natural resources impacts and authorizations from various Federal activities, and recommends the best course of action in the implementation of regulation and policy affecting the Department's responsibilities, ensuring timetables are met.
3. Develops NEPA regulations, procedures, and guidance for use across the Department, including by using data analysis and findings insights to accomplish effective implementation, and gaining additional critical insights to further program improvements in decision-making and planning.
4. Coordinates project management efforts, including scope, goals, and deliverables to ensure effective solution development for complex projects. Develops and manages project timelines, resources, and budgets to ensure the Department's objectives are achieved within established deadlines. Continuously evaluate project progress and outcomes, implementing improvements to meet evolving needs.
5. Coordinates both internally and externally with management, other technical specialists, officials, and experts to obtain necessary information and develop chains of communication and/or work out solutions regarding complex proposals and projects impacting natural resources under the Department's control.
OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information:
GS-14: $139,395 to $181,216
GS-13: $117,962 to $153,354
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience:
GS-14: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. developing, implementing, and interpreting Federal environmental laws, regulations, policies, and procedures related to the National Environmental Policy Act (NEPA) to review and evaluate complex and sensitive environmental issues, programs, and proposed projects;
2. providing policy guidance pertaining to Federal environmental issues and resolving problems of major significance to agency/organization environmental programs;
3. collaborating with staff and management on environmental issues and policy development and advising senior level officials on technical and/or policy guidance pertaining to environmental issues, including NEPA, other environmental analysis and review processes, and monitoring and reporting on their implementation; and,
4. solving problems that relate to environmental programs and in implementing environmental compliance programs for Federal, State and/or local governments or organizations.
