This position is located in Office of the Chief Human Capital Officer (OCHCO), Human Resources Operations and Policy (HROP). The supervisor is Ann Dublin  This  position is Non Bargaining Unit and is not subject to Confidential Financial Disclosure or security ownership restriction reporting requirements.

Duties

As a Senior Human Resources Specialist (Classification) in the NRC, Office of the Chief Human Capital Officer (OCHCO), you will be responsible for developing, administering, coordinating, and overseeing key program issues and responsibilities in the delivery of position management and classification programs and services for all organizations within the Agency.  The incumbent functions as a technically authoritative expert and advisor in the areas of position classification and position management.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  The ideal candidate will be able to demonstrate the following:Expert knowledge in the application of a wide variety of Federal and agency human resources regulations, policies, practices, and procedures in the areas of position management and classification. Ability to solve complex human resources challenges and problems by researching, interpreting, and analyzing applicable laws, regulations, and policies.  Resolves problems by developing recommendations and proposing innovative solutions. Ability to communicate (both orally and in writing) complex and technical human resources issues in a clear, concise, and logical manner to all levels within or outside an organization (i.e., employees, managers, and agency senior leadership).  Examples may include: writing standard operating procedures or other instructions, writing reports to the Office of Personnel Management, writing classification evaluations statements, conducting desk audits, and informal or formal presentations to audiences of different sizes and levels. Skill in utilizing human resources information systems and software applications (e.g., automated classification and position management, assessments tolls, Electronic Official Personnel Folder (eOPF), personnel reporting systems (staffing plans, FTE reports), etc.). SPECIALIZED EXPERIENCE is defined as experience that provides expert knowledge of the principles, concepts, laws, and regulations of human resources management.  2. Consultative skills sufficient to generate new concepts and methods to conceive and manage complex classification issues and problems.  3. Experience applying the full range of complex position classification and position management principles concepts, and practices.  Experience providing guidance on position management and organizational structure.
