This position is part of the Office of the Secretary of Interior (OS), Office of Facilities and Administrative Services (OFAS). The incumbent will be responsible for providing graphic design, printing, and production services to the Secretary of the Interior's Immediate Office, OS Offices, and bureaus Nationwide.

Duties

As Senior staff designer, coordinates the efforts of that operation and ensures printed and visual products are prepared and produced efficiently, at a reasonable cost, in a timely manner, and with all information objectives accomplished. Plans, coordinate, and execute a wide variety of visual information projects, including some of the most complex and challenging expert level assignments such as Annual Reports, Books, Posters, Style manuals logos, schematic, advertising campaigns and other Secretary-level projects. Considers audience, distribution plan, cost, and general policies when formulating project plans. Develops visual information projects to inform and educate a particular audience, presents complex information in simple terms, and complement or supplement accompanying text. Plans projects with the customer and receives Branch Chiefs approval and consults with program representatives to suggest, select, and edit information primarily visual in nature. Works closely with the artists, photographers, and other production staff as needed. He/she translates suggestions by and ideas of others into detailed plans. Considers audience, distribution plan, cost, and general policies when formulating project plans. Develops visual information projects to inform and educate Incumbent interfaces with the Government Publishing Office (GPO) to submit requests and interacts/tracks progress of all CCS submissions and costs to all external vendors. Maintains record system and processes revenue for branch.

Basic Requirements: Applicants must meet one of the following basic requirements to be eligible for Visual Information Specialist: Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. OR Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. In addition to the basic qualification requirements, applicants must meet the following specialized experience requirements, education, or a combination of education and experience listed below. At the GS-11 level, you must meet one of the following qualifications: A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to excersising an advanced or high degree of artistic ability, ingenuity, imagination, variety, and taste to illustrate a message, inform, or attract and maintain audience attention. Uses the organization's highly complex electronic publishing system and other specialized equipment to plan, design, and produce visual materials to accomplish information project goals. Clarifies, simplifies, and expands upon verbal material with visual information.; OR B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; OR C. A Combination of education and experience as list above. At the GS-12 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to exercising expert degree of artistic ability, ingenuity, imagination, variety, and taste to illustrate a message, inform, or attract and maintain audience attention. Mentor other staff and monitors work output and quality control. Uses the organization's highly complex electronic publishing system and other specialized equipment to plan, design, and produce visual materials to accomplish information project goals. Clarifies, simplifies, and expands upon verbal material with visual information. Only experience and education obtained by the closing date of this announcement will be considered. Applicants are required to provide a digital portfolio with at least 10 examples of applicable design work. Failure to provide will remove applicants from further consideration. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Only education from institutions which are accredited or preaccredited/candidate for accreditation may be used to meet education requirements.
