This position is located at the Ralph H. Johnson VA Medical Center, Charleston, SC in the Mental Health Service Line. The incumbent serves as the program specialist for the activities within the Mental Health Community Based Outpatient Clinics (CBOC) within the Mental Health Service Line. Incumbent is responsible for the administrative and financial management within the Mental Health CBOCs and supports the ACOS, Mental Health Line by operationalizing the healthcare plans for this program.

Duties

The incumbent maintains a close and open working relationship with the Administrative Officer to the Mental Health Service Line, the Assistant Chief, Mental Health Service Line, and the ACOS, Mental Health Service Line, keeping them apprised of the status of funds and other resources. Establish policy for the development of administrative operations within the CBOCs for Mental Health into an integrated healthcare organization that is characterized by quality, cost-effectiveness, efficiency, and optimal customer service. Duties include but may not be limited to the following: Provide personnel management and administration for the Mental Health Community Based Outpatient Clinics (CBOC) program with varied functions and activities with new and changing requirements. Direct the personnel management program, including matters involving recruitment, promotions, awards, training, disciplinary actions etc. Responsible for budgeting and financial management for within the Mental Health CBOC that includes, budget formulation, justification, and execution; financial management; and financial reporting. Prepare reviews for financial impact. Manage procurement and contracting for the Mental Health CBOC within the Mental Health Service Line to include preparing procurement requests, evaluating proposals for work, serving as a COTR for procurements, and/or maintaining procurement and contracting records. Interpret administrative policies, develop, and implement local policies, define administrative requirements, and/or provide advice to top management on related issues. Develop and advise on administrative requirements for a large, complex organization. Serve as the principal advisor to the agency on all administrative management matters associated with programs and operation. Support clinic/program operations through the oversight of scheduling, ensuring compliance with the business rules outlined in VHA Directive 2010-027 Outpatient Scheduling Processes and Procedures, and assist with scheduling as the need arises. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experiences include: Planning, organizing, and/or directing the ongoing administrative activities, as well as analyzing, evaluating, advising, and coordinating administrative activities; Developing, maintaining, and implementing a comprehensive business plan for each team and unit within the program; and Assisting with budget management and related resource allocation decisions for the operations to, include FTEE, hours of duty, salary budget, equipment budget, overtime, space utilization, and maintenance contracts. OR: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related Preferred experience Provides information and analytical support to Ralph H Johnson, mainly will assist with data analysis at the facility and generating reports. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires the incumbent to frequently conduct meetings and travel to clinics within the facility's catchment area to meet with clinical and administrative staff. The incumbent must have a valid driver's license to visit the multiple sites of the facility and participate in off-site activities, including outreach to a variety of locations. Flexibility is required to accommodate events and activities occurring during other than normal business hours. In addition, incumbent must be able to function in high-pressure environments and effectively address multiple competing priorities, frequently involving difficult problem resolution and dissatisfied customers. Walking, standing, and bending may be required during presentations, and visits, tours, and other off-site events. Enough mobility to stage equipment and other materials is needed.
