You will serve as a ADMINISTRATIVE/TECHNICAL SPECIALIST in the Labor and Employee Relations branch of NAVUNSEAWARCENDIV NEWPORT RI.
This NT-04 position is equivalent to the GS-11/12 grade levels.
Duties
You will work with Senior Labor and Employee Relations Advisors providing labor and employee relations assistance in resolving labor and employee relations issues with the managers.
You will apply a full range of labor and employee relations theories, principles, methods and techniques to aid in interpreting laws,
regulations, Executive Orders, and decisions of employee labor and employee relations matters.
You will serve as as a point of contact on labor management matters; grievance/arbitrations and/or grievance investigations.
You will evaluate grievances, conduct fact finding meetings with union and/or grievant and prepare detailed grievance reports, outlining findings and/or unfair labor practice charges.
You will assist in drafting contract proposals, cooperative labor management processes, discipline, adverse actions, and provides advice and guidance on all leave programs (E.g. Veteran leave, FMLA, etc.).
You will provide performance management advice and direction by explaining and intrepreting regulatory and performance management policy
requirements.
You will provide guidance to supervisors in establishing performance expectations to ensure requirements are met.
You will be responsible for developing and conducting training to supervisors on the Performance Management System.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- MSP/PPP applicants must currently hold the required security clearance.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-9/10) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying labor and employee relations methods, principles, or practices to interpret regulations or assist management in making decisions for an organization.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
