This position is currently located in the Office of Information and Resource Management (OIRM), Division of Information Systems (DIS). The incumbent serves as the Branch Chief for the IT Security Services Branch and as NSF's Deputy Chief Information Security Officer. The work in the branch involves the IT security operations and IT security policy and audit areas. This position will be realigned into the new Office of the Chief Information Officer (OCIO) during FY24.

Duties

As a Supervisory IT Specialist (INFOSEC), GS-2210-15 DH, you will perform the following duties: Performs supervision and oversight for a team of Information Security IT Specialists and support staff. Duties include: planning, assigning work; evaluating performance; assessing training needs; managing recruitment/hiring; making decisions regarding selections, promotions, personnel actions, etc.; approving position descriptions; assessing organizational structure, processes, policies, and recommending updates to improve efficiency/effectiveness; and furthering agency EEO goals. Provides guidance and direction regarding probable future hardware, software, and cloud environments and related IT security operations and policy implications; and initiates and maintains efforts to maintain and upgrade NSF IT Security program and posture. Plans for the effective utilization of resources; employs program management and project management techniques to control the accomplishment of numerous complex projects simultaneously requiring careful scheduling and control. Analyzes IT security requirements; Evaluates and recommends proposed solutions to IT security requirements and challenges. Serves as NSF's Deputy Chief Information Security Officer (DCISO) and represents the NSF at government, professional, and industry meetings and seminars. Provides advice to other agencies and institutions in the IT security area.

Qualifications

1. To qualify at the GS-15 level, you must have one year of specialized experience equivalent to the GS-14 level in the federal government developing, implementing, managing, and overseeing IT security policies, procedures, and operations for an organization. Examples of relevant experience include: overseeing a team of IT specialists responsible for assessing hardware, software, and cloud environments for compliance with IT security requirements; analyzing federal IT security regulations and integrating them into organizational activities; evaluating organizational IT security challenges and recommending and implementing solutions; and overseeing IT security contracts and ensuring the effective utilization of organizational resources. AND 2. Selective Factor: I possess a current (OR have possessed in the last 3 years) an IT Security certification such as CISM (Certified IT Security Manager), CISSP (Certified Information Systems Security Professional), or another equivalent IT Security certification as identified in my application materials. AND 3. MUST possess IT related experience (which may be obtained by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate) demonstrating each of these four competencies listed: 1. Attention to Detail; 2. Customer Service; 3. Oral Communication; and 4. Problem Solving. Refer to the Qualifications section of the announcement for the descriptions of each competency. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
