You will serve as an IT Specialist (INFOSEC) and Cyber Test and Evaluation Expert in the Cyber Test and Evaluation Branch, and Mission Systems Test and Evaluation Division of NAVTESTWINGLANT NWCF.

Duties

You will serve as an expert technical advisor to the head of the Cyber Test and Evaluation Branch for Cyber Test and Evaluation matters. You will develop and provide formal technical training on relevant material to other test engineers. You will provide input as the technical advisor to the teams/contractors for technical determination of system performance and operational suitability for fleet implementation. You will act as a liaison between the DT team and the Naval Aviation Red team as well as the OT team. You will act as a technical consultant to NAVAIR program management and technical sponsors on Cyber Test and Evaluation matters, as requested. You will prepare cost and schedule estimates and identify required resources to effectively manage support efforts. You will maintain cognizance of current and future long-range technologies in cyber security. You will develop and manage funding proposals in the efforts to provide innovative business practices.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

  • You must obtain and maintain credentials as described in SECNAV M-5239.2 for specialty area of System Testing and Evaluation at an Advanced proficiency level within 12 months of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized IT Specialist (INFOSEC) work experience equivalent to the DS-05 STRL Pay Band or equivalent GS-Grade Level (GS-12/13) in the Federal Service or equivalent experience in the private or public sector. Examples of specialized experience includes: (1) Utilizing advanced concepts, principles and practices of test and evaluation to serve as a technical expert and consultant in cyber test methodology and attack techniques to support avionics systems; (2) Developing and providing formal technical training to other personnel on test and evaluation of cybersecurity for avionics systems; (3) Advising management and colleagues on difficult problems by proposing options and alternatives in support of assigned program/project; (4) Providing technical oversight of aviation system ground and flight testing as well as constructive, virtual, and laboratory testing utilizing software support activities, engineering labs, software integration labs, and simulators; and (5) Applying new developments or experimental theory to problems or situations not covered by accepted or conventional techniques.
