Duties

This position uses your knowledge and experience to provide compliance with the Freedom of Information Act policies and procedures providing access to the Office of Professional Responsibility records except for records and information that are protected from disclosure. This position starts at a salary of $82,764.00 (GS-11, Step 1) to $128,956.00 (GS-12, Step 10) with promotion potential to$128,956.00 (GS-12 Step 10). The Government Information Specialist (FOIA) processes complex FOIA requests applying appropriate policies and procedures in accordance with applicable laws, regulations and Department of Justice policies. Duties and responsibilities include: Interprets and applies applicable statutes, rules, regulations, and executive orders as they pertain to FOIA requests. Reviewing sensitive law enforcement records pertaining to criminal and personal misconduct, audits, inspections, personnel, administrative inquiries, and any additional OPR records to fulfill incoming requests. Providing technical assistance and support to management, relating to FOIA requests. Planning, implementing, and/or assisting team study or work. Planning, developing, or assisting management through briefings, presentations, and conferences for supervisors and high-level and executive management.

Qualifications

Experience: You qualify for the GS-11 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting analysis of personnel security process to make recommendations to management officials. Assisting with compilations and reviewing program data related to personnel security. Reviewing databases to assess case status and preparing/editing responses to inquiring parties. You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Researching and preparing responses to requests for information under the Freedom of Information Act in accordance with applicable laws, regulations and policies. Ensuring proper and timely responses to requests for information contained in records and automated systems. Expressing facts and information in writing in a clear, accurate, and organized manner; analyzing records and data to make disclosure determinations in accordance with the Freedom of Information Act. Interpreting and applying applicable laws, rules, regulations and executive orders as they pertain to Freedom of Information Act requests. Education Substitution: GS-11: A Ph.D. or equivalent doctoral degree, or three years of progressively higher level graduate education leading to such a degree, or a LL.M. GS-12: There is no educational substitution for the GS-12 grade level. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level specified, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grade GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/29/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
