About the Position: You will function as a Program Manager with the Army Corps of Engineers, Nashville District, Plans, Programs, and Projects Management Division, located in Nashville, TN.
Duties
Serve as the Deputy to the Chief, P3MD, with responsibility for leading, planning, scheduling, coordinating, supervising, and reviewing the activities of the Division.
Serve as Chief, Programs and Project Delivery Branch (PPDB) and Chief, Project Delivery Section leading work associated with the planning, programming, scheduling and budgeting for the design, construction, operations and maintenance of projects.
Plan and schedule work to be accomplished and coordinates work of employees by setting priorities and preparing schedules for work completion.
Oversee the development, preparation and submission of Civil Works programs, and program data, for budgetary proposals and changes.
Analyze, review and recommend civil works programming and reprogramming activities, exercising responsibility for the interpretation of Civil Works budget directives requiring reprogramming actions.
Oversee preparation, approval, and updating of Project Management and Review Plans for all active projects in the district, which become the blueprint for executing the district’s Civil Works and IIS programs.
Oversee review of all documents for consistency with management plans, and assures that such documents are reviewed by the customer.
Represent the Chief, P3MD and assists in leading, planning, scheduling, coordinating, supervising, and reviewing the activities of the Division.
Represent the district at meetings, workshops, and conferences, and in dealings with Congressmen and their staffs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must complete and sign a Financial Disclosure, OG-450, annually.
- Must obtain and maintain a Program Manager Professional (PMP) Certification within 12 months of employment.

To qualify at the GS-14 grade level, you must have:
Specialized Experience: One year of specialized experience which includes serving as an authoritative source in the development, preparation, and submission of civil works (or similar) programs and program data for budgetary proposals and changes providing, monitoring, and controlling government costs; in a matrix management structure, leading and establishing authoritative guidance and direction by ensuring program and project execution is consistent with agency policies; representing the organization at meetings, workshops, conferences, and in dealings with Federal, state, and local officials and other stakeholders; providing strategic guidance and direction for staff establishing execution goals for a multi-year program ensuring long range planning issues are identified and addressed. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
