About the Position: You will function as a Program Manager that will work under the general administrative direction of the Deputy District Engineer (DDE) who makes assignments of a very broad and general nature covering long range program plans, objectives and policies.
Duties
Direct the work of employees involved in activities associated with managing the planning, design, and construction of civil works projects.
Provide corporate leadership and assures that commitments are met in support of project planning, design, and construction
Exercise broad overall management and direction of the Civil Works programs, and functions
Review and evaluate program status, defines and resolves unusually complex problems, and adjusts initiatives and priorities as needed
Position requires a broad range of experience reflecting knowledge of the planning, design, operations, maintenance, contracting, and legal processes as well as management skills.
Assures District compliance with all Federal and state environmental policy and legislation, including Acts related to protection and restoration of cultural resources, fish and wildlife resources and recreation resource
Work closely with the MSC staff in preparing the Division Commander and HQUSACE officials appearing before the Congress, preparing issue papers, information papers, questions and answers and talking points.
Requirements

- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- You may be required to have a 1 year probationary period for supervisor.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 grade level, you must have:
Specialized Experience: One year of specialized experience which includes overseeing conservation and development of water and land resources, environmental and ecosystem issues and policy matters, and flood risk management and navigation planning; directing the work of employees involved in activities associated with managing the planning, design, and construction of civil work projects; proving environmental support to Civil Works and Reserves Programs in compliance with Section 106 of the National Historic Preservation Act, and the National Environmental Policy Act, and multiple Civil Work boundaries; assuming the technical and management responsibilities of planning programs within the district, controls, organizes, coordinates, budgets and schedules the efforts of subordinate technical sections within the Branch. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
