About the Position: You will function as the Chief, Planning, Programs and Management Division and as the Deputy District Engineer (DDE) within the US Army Corps of Engineers, Nashville District, responsible for management decisions related to major district Civil, Environmental, and 115 programs and projects and to include Engineering/Construction, Operations, Regulatory and Real Estate Divisions as well as substantial product delivery support from a variety of support organizations.

Duties

Ensure execution of high quality civil works and environmental projects in a timely manner and reasonable cost while meeting the customer's quality expectations. Establish operating guidelines, approaches, and mode of operations for accomplishing assigned programs. Advise the Commander on proposed policy and programs concerning all program issues and business management. Manage strategic planning as warranted by mission and workload changes. Establish an effective working relationship with senior managers directly involved in program execution, Congressional members and staff, Federal departments and agencies, and state government officials regarding interrelated impacts of programs. As the principal executive level leader charged with managing the District's programs, assure that unity of purpose is maintained in these diverse functional areas. Establish management data needs for tracking programs and projects, striving to enhance system methods and procedures. Develop and manage the progress of all program budgeting, planning, design and construction execution targets through the establishment and use of performance indicators. Oversee budget preparation, securing and allocating funds, and monitoring progress of use of funds to assure successful execution results. Set the corporate direction for management of assigned programs consistent with policies established by higher authority. Participate with the private sector and other government agencies in professional society meetings, seminars and study groups in regional, national and international forums. Identify opportunities for application of program and project management concepts, technology, systems, and methods of operation.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
