The primary purpose of this position it to serve as an Executive Officer within the Nashville Area Indian Health Service. This position has direct responsibility of the administrative and financial management, acquisitions and contracting, information technology and capital equipment acquisition and accountability programs. This position is located at the Nashville Area Office in Nashville, TN.
Duties
Provides oversight of the administrative and management operations of the Nashville Area Indian Health Service, including administrative services; financial management; acquisitions and contracts management; facilities management; contract health services and third-party billing; information technology management; oversight of projects and grants; and other duties as required.
Responsible for the planning, development, organization, integration, administration and evaluation of administrative and management programs.
Develops, establish and directs the implementation and execution of overall policies and procedures for the administration and operation of the organization.
Works collaboratively with internal and external stakeholders and management organizations to develop a strategic vision and set of priorities then successfully lead and drive implementation in a complex and demanding environment ensuring outcomes are achieved, and customer needs are met.
Ensures compliance with the Area Office, Indian Health Service Headquarters, and accreditation guidelines.
Provides program direction to the key administrative and professional staff members.
Develops and manages budgets and ensures fiscal resources are aligned with the IHS mission and strategic plan.
Serves as a principal advisor to the Area Director, executive committee and administrative officers on all matters in the scope of policy formulation and program development.
Communicates regularly with executive leadership, organizational departments and programs and Tribal officials.
Other duties as assigned.
Qualifications

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: assuming responsibility and authority for the administrative direction, supervision, evaluation, corrective action and coordination of the functions and activities of assigned departments at the facility, area or headquarters level within the organization to ensure operation objectives and results are in accord with overall organizational needs.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
