The clinical information system programs have a direct impact on the care and treatment of the patient.

VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Clinical: The incumbent is a Pharmacist Program Specialist for the VISTA clinical information system (CIS) with main emphasis on Pharmacy related packages and their interface with the Computerized Patient Record System and Bar Code Medication Administration. He/she coordinates the management of these packages with the Manager/Chief Information Officer (CIO), IM Service Line, the Chief of Staff and managers/chiefs of the different clinical services. The Clinical Information Systems Program Specialist serves as a liaison between the Chief of Staff, the direct patient care service chiefs, ancillary and administrative service chiefs, CIO Field Office and IM Service Line; regarding the electronic patient record and all clinical information system programs at this Medical Center and its outpatient clinics. The primary function of this position is to implement, coordinate, evaluate and manage the CPRS and BCMA programs as it relates to Pharmacy packages as well as other interfacing clinical packages. The CIS Program Specialist is a resource person to the clinical staff concerning VISTA clinical programs and problems related thereto. The incumbent works with all medical center clinicians to analyze their problems and provide solutions or suggestions concerning the VISTA clinical programs. He/she implements modifications to address their concerns or issues as allowed within the framework of the VISTA information system. The CIS Program Specialist also serves as a resource person to Pharmacy Service regarding their clinical information systems applications. Assists in manipulation of pharmacy files to improve CPRS/BCMA performance. He/she must have extensive knowledge and applications experience in all aspects of Pharmacy Service VISTA programs, both internally (within Pharmacy) and externally (how Pharmacy interfaces with other VISTA programs). The knowledge base required to perform the Computerized Patient Record System and the Barcode Medication Project requires a full time Registered Pharmacist. The expertise of the Pharmacist is needed due to the clinical complexity of the CPRS/BCMA interface to the Pharmacy packages; examples include, but are not limited to: Design and implementation of CPRS pharmacy medication quick orders and add order menus-to increase accuracy of orders and decrease medication errors. Designs conversion charts, such as Heparin Infusion Rates to enable ordering in ml/hr as opposed to units/hr to accommodate the Pharmacy software. Automation of special drug requests (i.e.- Non-formulary and Donepezil) Serves as the BCMA/CPRS Pharmacist expert locally as well as a consultant for VISN 7 and other pharmacist throughout the VA system. Serves as a consultant to Pharmacy ADP AC and Pharmacy Chief. Facilitates the automation of pharmacy processes as related to CPRS/BCMA including: o IV piggybacks o IV Admixtures o Unit dose medications o Patient controlled analgesia o Outpatient Prescriptions Technical: Extensive knowledge of the VISTA clinical information system programs to implement new applications and to maintain desired functions is required. Extensive knowledge and applications ability for all aspects of the CPRS, BCMA, and Pharmacy programs is required. The incumbent has a high level of expertise in understanding and implementing integral aspects of the VISTA clinical programs. The incumbent monitors clinical application package coordinators' databases to assure that they maintain an accurate, functional database in the VISTA clinical information system, since it affects all clinical users of the OERR/CPRS programs. The incumbent possesses the knowledge and experience to be able to sit on at least one Expert Panel of the CIO Field Office for CPRS, BCMA or any Pharmacy related package. As an identified subject matter expert, the incumbent may serve as a program preceptor to other VISTA clinical information systems coordinators responsible for CPRS programs, and provides education· and training on systems applications, file management and program development as required. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education. (TRANSCRIPTS REQUIRED). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico) or the District of Columbia. (COPY OF LICENSURE REQUIRED). English Language Proficiency: Must be proficient in spoken and written English as required by 38 U.S.C.7402(d), and 7407(d). Preferred Experience: None Grade Determinations: GS-13 (a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. (b) Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Facility Program Manager. Manages all aspects of a distinct program to include policy development, quality resources and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Coordinates a single program area of a complex pharmacy operation, or multiple program areas within a facility to develop, organize, manage, and control complex pharmacy programs. Develops, organizes, coordinates and manages single or multiple program areas within the medical facility; this may include a single program area at multiple facilities. The Program Manager title is reserved for those individuals who have one or more of the following: supervisory responsibilities for various sections within Pharmacy Service; a complex program requiring coordination of multiple locations such as medical center care facilities, Community Based Outpatient Clinics (CBOCs), rural health, telemedicine, etc; specialized areas of a complex nature such as nuclear pharmacy, quality assurance, pharmacy informatics, clinical applications coordinator, Home Based Primary Care, pharmaco-economist or liaison pharmacist duties requiring the coordination of processes with other medical facilities or VISNs. Pharmacists assigned to this position must demonstrate the following KSAs: 1. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. 2. Expert understanding of regulatory and quality standards for their program area. 3. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. 4. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. 5. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. The full performance level of this vacancy is GS-13.
