The Pharmacy Service is seeking a full-time Supervisory Pharmacist (Outpatient) for the VA Medical Center in Tuscaloosa Alabama.
Duties
The Supervisor of Outpatient Distributive Pharmacy Section is responsible for managing and supervising the Outpatient Section of Distributive Pharmacy.
The duties may include but are not limited to the following:
Manages the Outpatient Distributive Pharmacy Section program to ensure medications are dispensed in a safe and efficient manner.
Ensures efficiency of pharmacy dispensing via optimization of CMOP utilization, reviewing medications that are mailed locally and making adjustments as appropriate.
Ensures CMOP rejects are processed in a timely manner.
Ensures pending prescriptions are processed in a timely manner consistent with JOINT COMMISSION standards, VA requirements, and federal and state laws impacting on Pharmacy Service.
Oversees local mailing of prescriptions. Ensures appropriate use of overnight mail services. Reviews and improves processes and procedures to ensure provision of medications in a timely manner.
Responsible for coordinating use of automated medication dispensing equipment. Ensures optimal utilization of Scriptpro®.
Responsible for oversight of maintenance and use of any assigned automated dispensing machines or ward inspections.
Manages the distributive pharmacy services in the CBOC in Selma to ensure medications are processed in a timely manner consistent with Joint Commission standards, VA requirements, and federal and state laws impacting on Pharmacy Service.
Reviews current practices and proposes programs to promote similar pharmacy services at CBOC as at the main facility.
Reviews medications available at the CBOCs and maintains accountability of medications dispensed.
Ensures maintenance of outpatient ordering and dispensing records in accordance with all applicable laws and standards, to include investigation drug dispensing.
Oversees daily operations of the controlled substances program within Outpatient Pharmacy Service.
Ensures designated pharmacy personnel complete controlled substance inventories as required by Federal and VA Regulation and policies.
Reviews balance adjustments, ensuring adequate justification and documentation. Ensures daily internal destructions are performed and maintain all records per policy.
Effectively maintains drug accountability of all controlled substances in Ambulatory Pharmacy areas.
Coordinates and implements the management of automated dispensing machines.
Ensures maintenance of controlled substance dispensing records in accordance with all applicable laws and standards.
Provides management reviews for discrepancies and diversion follow-up as required.
Ensures pharmacy representation during Controlled Substance inspections in the pharmacy.
Ensures that pharmacy policies and procedures related to clinical pharmacy programs are reviewed and/or revised in a timely manner before expiration or as changes occur.
Establishes, monitors, and takes actions on quality management and performance improvement measures such as monitoring for processing of medication orders, completion of orders, checking of orders, and dispensing of orders.
Provides services sufficient to meet the needs of the patient and health care staff.
Responsible for assessing the current assigned pharmacy programs and establishing new programs based on the need of the Medical Center.
Responsible for ensuring maximum manpower utilization and productivity. Shares the responsibility of ensuring that pharmacy resources are managed in the most efficient and effective means possible in support of the organization's strategic objectives.
Ensures the service organizational functions are consistent with the Medical Center's Mission and Goals.
Perform full range of human resource management and supervisory duties to include interviewing of candidates, leave approval/disapproval, preparation of performance appraisals and standards, disciplinary actions, and recommendations to the Chief, Pharmacy Service regarding terminations and advancement or promotion.
Work Schedule: Monday - Friday, between 7am - 7pm and Saturdays, between 8am - 12pm

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-13
One year of experience equivalent to the next lower grade GS-12 AND the candidate must demonstrate the following KSAs:
Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.
Preferred Experience: Previous supervisory experience, 5+ years of operational pharmacy experience, controlled substance accountability experience.

The full performance level of this vacancy is GS-13.
Physical Requirements: The position requires visual and auditory acuity at a level to provide safe and effective care. Use and function of all normal motor and sensory anatomy for provision of patient care, reading, writing, listening, observing/seeing, heavy lifting, bending, pulling, pushing, stooping, squatting, walking, standing, use of fine motor muscles. Must be able to sit for 3 hours, stand for 3 hours, and walk for 1 hour. The position also requires ability to work on computers for extended periods of time. Requires use of hands for actions such as typing, simple grasping, fine manipulation, and repetitive actions.
Requires the ability to frequently respond to multiple demands and priorities; emotional intelligence to respond to stressful and/or emergent situations and crises appropriately and calmly; self-care skills to maintain physical, psychological, and emotional health. Heavy lifting of 35 pounds and over, heavy carrying of 35 pounds and over, straight pulling, pushing, reaching above shoulder, use of fingers, both hands required, walking, standing, kneeling, repeated bending, ability for rapid mental and muscular coordination simultaneously. Has potential for exposure to infectious diseases, hazardous waste and chemicals.
