This position is responsible for the overall supervision of the clinical pharmacists and management of the clinical pharmacy program for both the main campus of TVAMC and any outreach clinics within Pharmacy service. The program is highly developed and encompasses a wide range of staff practicing in multiple areas.

VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws Principal Duties, Functions, And Responsibilities: Establishes, monitors, and takes actions on quality management and performance improvement measures such as drug utilization evaluations, drug class reviews, new drug request reviews, clinical performance measures, process improvement folders that include Focused and Ongoing Professional Practice Evaluations (FPPE and OPPE), etc that are congruent with the health care system's strategic objectives. Shares responsibility for ensuring compliance with VHA Directives and Handbooks, Federal Drug Agency (FDA), Drug Enforcement Agency (DEA), Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), Office of Inspector General (OIG), T JC and other relevant regulatory and professional standards of practice. Ensures that pharmacy policies and procedures related to clinical pharmacy programs are reviewed and/or revised in a timely manner before expiration or as changes occur. Demonstrates knowledge of facility medical center memorandums, policies and procedures related to pharmaceutical services and a thorough knowledge of Pharmacy Service policies, memorandums and directives applicable to areas of responsibility. Responsible for ensuring maximum manpower utilization and productivity and ensures that pharmacy resources are managed in the most efficient and effective means possible in support of the organization's strategic objectives. Tracks and trends resource utilization and submits relevant reports to the Chief, Pharmacy Service and/or Assistant Chief, Pharmacy Service, when requested. Ensures service organizational functions are consistent with the Medical Center's Mission and Goals. Effectively manages the performance appraisal process. Appraisals are submitted timely, are in accordance with agency policy and demonstrate appropriate attention to the process. Demonstrates leadership in resolving employee/management disputes and keeps the Chief, Pharmacy, informed of all significant problems. Performs full range of human resource management and supervisory duties to include interviewing of candidates, leave approval/disapproval, disciplinary actions, recommendations for appointment, and recommendations for advancement or promotion. Promotes and initiates nondiscriminatory practices and affirmative action for the individuals under his/her supervision. Such practices and actions include: (1) merit promotion of employees and recruitment and hiring of applicants; (2) fair treatment of all employees; (3) encouragement and recognition of employee achievements; (4) career development of employees; and (5) full utilization of employee skills. Develops performance plans and standards for clinical pharmacy specialists that are realistic and challenging, and relate whenever possible to organizational goals and objectives. Directs and monitors activities of staff, students, and trainees to assure the efficient and timely delivery of pharmaceutical services in all areas and to accomplish the Service's and Medical Center's mission. Serves as the coordinator of clinical pharmacy program. Coordinate recruitment activities, training scheduled, evaluations and progress reports, and program self-assessment. Ensures training is conducted in accordance with accreditation standards of the American society of Health-System Pharmacists (ASHP). Promotes interdepartmental cooperation and effectiveness to the fullest extent possible. Serves as a member or leader of various pharmacy, health care system, and VISN committees and workgroups. Ensures sensitive data for patient and employee files, both printed and electronic remain confidential. Ensures ADP systems for pharmacy practice are utilized for official duties only and remain secure. Ensures proper coverage for clinical pharmacist clinics, inpatient areas, consults, etc in case of absence of Clinical Pharmacy Staff. Preferred Experience:

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Associate Service Chief. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level, and the specific KSA designated by an asterisk (*). 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff.
