The Chief of Pharmacy is the top professional and administrative planner, director and coordinator for all pharmaceutical programs and services provided by this facility. Activities are broad and include overall leadership of staff development and education, administrative, supervision, research, resources management and overall pharmacy program management. TVAMC is a well established teaching institution for post-graduate residency programs and is affiliated with multiple Pharmacy Schools.

Participates in the TVAMC's strategic planning and develops complementary pharmacy specific strategic plan to meet patient care goals. 2. Maintains close liaison with clinical and administrative services, monitors programs, and reports to appropriate management officials regarding the pharmacy service's potential and resource requirements. 3. Determines resource needs and allocates resources, assuring proper utilization and productivity, efficiency, and cost effectiveness of the operation. 4. Determines the needs and develops plans for organizational changes, which affect the structure, operating costs, and positions within the pharmacy department. 5. Guides the pharmacy department's quality management and performance improvement program, using continuous monitors as tracking tools. 6. Develops and manages the TVAMC pharmacy budget. 7. Manages the pharmacy department, commensurate with the adequacy of the basic resource requirements, to assure prompt and effective response to the patient and medical staff needs. 8. Collaborates with the other service lines within the VISN to implement effective and efficient policies and procedures to assure appropriate pharmaceutical care. Participates in all network activities related to medication use, pharmaceutical care, and drug expenditures. Administrative: The Chief, Pharmacy Service is responsible for the administrative management of all Pharmacy Services. 1. Policies and Procedures: Develops, revises and implements policies and procedures for the Pharmacy Service. Ensures policies are consistent with station, VA Central Office (VACO) and regulatory/accreditation agency directives. 2. Planning: Responsible for Pharmacy long and short range planning. Participates in Quality Management process and ensures compliance with Joint Commission and other regulatory agency standards. 3. Budget: Responsible for projecting budget needs and daily management of Pharmacy control points totaling multiple millions of dollars. 4. Reports: Responsible for all Pharmacy reporting requirements. Ensures timeliness and accuracy of all reports. Develops workload and cost statistics for local management decision process. 5. Equipment: Controls Pharmacy equipment including identification of new or replacement equipment needs equipment maintenance and inventory control. 6. Ordering/Inventory: Responsible for Pharmacy ordering and inventory control procedures. Utilizes computer system for ordering and budget control. 7. Correspondence: Responsible for all Pharmacy correspondence including physician, patient, and congressional. 8. Committees: Directs pharmacy participation in various standing and ad hoc station committees on a permanent or rotational basis. 9. Hazardous Waste Management: Ensures that the Pharmacy is fully compliant with requirements for the storage and elimination of hazardous pharmaceutical waste. 10. Controlled Substances: Ensures that the Pharmacy is fully compliant with all federal and regulatory guidelines, policies, and procedures regarding controlled substances. 11. Interdepartmental Relationships: Maintains effective interdepartmental relationships. Address and resolves problems with other programs and services in accomplishing the medical facilities mission and goals. 12. Quality Assurance Activities: Responsible for the development, implementation, data collection, and resulting actions for the Pharmacy Quality Assurance Program. Implements Pharmacy QA programs including identification of aspects of pharmacy care, development of indicators to monitor care and evaluation of the quality and appropriateness of care. Compliance with external audit standards and recommendations (Joint Commission, IG, etc.). Responsible for medication usage review including identification of important aspects of care (high volume, high risk and problem drugs), development of indicators, monitoring of care and recommending actions to the medical staff. 13. Program Evaluation Is responsible for timely completion of all clinical charting and documentation required by the Medical Center or healthcare system, as appropriate. In general, actively works to add to the body of knowledge by supporting the education and quality improvement initiatives of pharmacy service, residents, other clinical pharmacy staff, and other practitioners within the facility and/or network. Qualifications

Basic Requirements: Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). QUALIFICATIONS: United State Citizen One (1) year of experience equivalent to the next lower grade level. Completion of an ACPE-accredited Pharm.D. Program or equivalent experience. Hold current license to practice pharmacy by registration with at least one State Board of Pharmacy. Completed advanced pharmacy training (e.g. residency) or equivalent experience Demonstrate the ability through performance to provide consistent satisfactory service to customers. Demonstrate the ability through performance to provide leadership. Ability to effectively communicate verbally and in writing. Grade Determination: GS-15 Experience. In addition to the GS-14 requirements, must have 1 year of experience equivalent to the next lower grade level. Grade Level Criteria. At the GS-15 level, Chiefs of Pharmacy must meet the following: Individuals are assigned as Chiefs of Pharmacy at Complexity Level 1a, 1b or 1c VHA facilities; or 2. Individuals are assigned as Chief of Pharmacy at Complexity Levels 2 or 3 and must meet the criteria noted in 2a and b below. a. Must meet ALL of the following requirements: Manages a complex medical center based pharmacy program that is defined as having multiple practice settings (e.g. hospital ambulatory care, long-term care, behavior health care) that require Joint Commission review as separate standards. In addition to the medical center pharmacy, has responsibility for pharmacy services at one or more of the following: CBOCs, Rural Health Program, domiciliary, or provides dispensing and/or clinical services to State Veterans Home. Presence of advanced clinical pharmacy programs that include pharmacist(s) that have approved scopes of practice with prescriptive privileges. Pharmacy provides clinical pharmacist services to three (3) or more specialty areas such as, but not limited to, hemodialysis, oncology, operating room or an emergency department. b. In addition to the requirements listed in 2a above, must meet at least two of the following: An ASHP Accredited Pharmacy Residency Program. A Research Program that is accredited by the Association for the Accreditation of Human Research Protection Programs (AAHRPP). Actively involved in committees or advisory/work groups at the VISN and/or National level. An ongoing pharmacy student rotation in both the intermediate and advanced practice experience settings. Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent. Service Chief. Responsible for all aspects of pharmacy services at a medical facility by maintaining effective interdepartmental relationships demonstrating active problem resolution skills and close cooperation with other programs and services in accomplishing the medical facility mission and goals. Responsible for budget management, determining resource needs, allocating resources, ensuring proper utilization in productivity, efficiency, and cost effectiveness of the operation. Formulates objectives and priorities and implements plans consistent with the long term interest of the organization, capitalizing on opportunities and managing risks. Responsible for compliance with all safety, regulatory, and accrediting body requirements. Delegates authority to several supervisory and program levels to meet the goals of the service and staff. Ensures orientation and training programs are established to ensure staff development, oversees academic affiliations, and participates in medical facility, VISN, National, other external governmental agencies, and professional associations. Demonstrated KSAs. The KSAs shown below apply to all assignments at this grade level. 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the missions and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff. The actual grade at which an applicant may be selected for this vacancy is GS-15. Physical Requirements: Work requires repetitive use of hands, moderate lifting, walking, reaching above head, bending, stooping, standing, pushing, pulling, lifting/carrying of light items (up to 15 pounds), including boxes and equipment, and coordination for rapid mental and muscular coordination simultaneously. Normal range of hearing and vision are required to perform work and communicate effectively; must have the visual ability to distinguish between basic colors and shades of color. Must be physically capable of operating various types of equipment used for the job. Must possess emotional and mental stability. Must be able to work closely with others.
