Duties

The duties, described below, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. Manages and directs analytical support provided to the Accounts Payable organization. Plans, schedules and coordinates projects which cross over major functional organizations to include Entitlement, Maintenance, and Funds Requirements. Monitor and evaluate financial systems support to ensure compliance, internal controls, and optimal operating procedures. Develop standard work processes and the review, prepare and revise Standard Operation Procedures (SOPs) and Letters of Instruction (LOI). Manage and direct analytical support provided to the Accounts Payable organization. Develop process modification and work-a-rounds in response to problems arising within an Enterprise Resource Program (ERP) environment.

Qualifications

To be hired at the GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as providing support of financial management analysis and assessment of automated financial programs, processes, and systems; participating in developing agency-level financial management standards, policies, and procedures to ensure efficient delivery of services. To be hired at the GS-12 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as providing leadership of financial management analysis and evaluation of financial systems, policies, business procedures, and regulations to ensure the efficiency and effectiveness of initiatives or projects; and providing advice and recommendations to senior managers regarding issues impacting financial management processes and functions. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. To be considered for the GS-12, applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. This announcement will be used to fill positions with an entry grade of GS-11, or GS-12 with a target grade of GS-12. The minimum salary for grade GS-11 is $73,218, the maximum salary is $95,181. The minimum salary for grade GS-12 is $87,758, the maximum salary is $114,082. Education

GS-11Substitution of Education for Experience:
Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-12: Education is not substitutable for specialized experience at the GS-12 grade level.
