As a Accountant at the GS-0510-14, you will be part of CFO Financial Svcs, Office of Personnel Management. If selected, you will be responsible for leading, directing, and coordinating, accounting and financial activities that support agency wide accounting operations.
Duties
- Serves in an oversight and facilitating role providing expertise and leadership, acting as technical authority and personal consultant to senior management for accounting and financial management activities, and provides oversight of OPM transactional accounting activities working with the OPM Shared Service Providers.
- Guides and participates in the development and preparation of full-disclosure financial reports and other required monthly, quarterly, annual, and special accounting reports for submission to the Treasury, Congress, OMB and GAO, ensuring that the statements and reports accurately reflect that result of all financial operations for a particular program(s).
- Determines impact of legislative, regulatory, other external directives and guidance, and internal decisions and changes on Agency reporting. Works closely and coordinates with the Policy and Internal Control Group on related accounting policy matters.
- Designs, implements and assesses internal controls in place to ensure financial and program data, and processes and reports, are in compliance with appropriate standards and applicable laws and regulations.
- Provides leadership by assessing strengths and weaknesses to improve team effectiveness; explores alternatives and determines improvements to existing processes.
Qualifications
Basic Requirements
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic education requirement described above, you must also fully meet the specialized experience requirement.
For the GS 14: You must have one full year of specialized experience comparable in scope and responsibility of the GS-13 grade level in the Federal service (or obtained in either the public or private sectors). Specialized experience in preparing, analyzing, and interpreting, accounting standards and guidance; experience performing financial analysis on accounting data and reporting; and experience using this analysis to coordinate or consult with groups and leadership effectively, ensuring objectives are completed. Note: Your resume must fully support this experience.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
