This position is located at Consumer Financial Protection Bureau, Operations Division, Office of Finance and Procurement. The incumbent serves as the Financial Manager responsible for planning, directing, and coordinating the financial management of the Consumer Financial Protection Bureau, including responsibility for financial policy, transactions, accounting, reporting, systems and maintaining financial oversight of funds expenditures and collections.
Duties
As a Supervisory Accountant (Financial Manager), you will:
Develop CFPB financial management policies and procedures. Maintain thorough knowledge and familiarity with laws, rules, and other directives pertaining to financial management and acts as an authoritative resource. Ensure compliance with CFPB and other financial management laws, policies, regulations, etc.
Review and approve financial reports and statements. Oversee the preparation of internal and external financial reporting, including the financial statements and Annual Financial Report.
Develop, monitor, and ensure that CFPB spending is in accordance with financial policies, regulations and best practices. Develop and issue guidance, as necessary.
Oversee, manage and direct staff in daily, month-end, quarter-end and end-of-year activities for CFPB and ensures timely completion of transactions and activities, including collections, disbursements, receivables, payables, journal entries, reconciliations, reviews, purchase requisitions and other transactions.
Qualifications

Basic Requirements
1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Specialized Experience: For the CN-72, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the CN-60 grade level in the Federal service. (For qualification purposes, the CN-60 is broadly equivalent to the GS-14).Specialized Experience for this position includes:
Interpreting and applying financial management regulations, policies and guidelines (i.e.,OMB) for the purpose of making recommendations; AND
Maintaining oversight of fiscal controls, procedures, and compliance with established guidelines, laws, and regulations; AND
Supporting the enhancement and implementation of financial data quality, accounting policy and compliance, and reporting requirements; AND
Demonstrated leadership training or experience sufficient to provide day-to-day guidance and oversight of a team of financial analysts.

Part-time experience will be credited pro-rata based on a 40-hour work week, while work of 32 hours or more will be rounded up to full-time experience. Education
Education Requirements:
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
