Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. This position is located in the Office of the Chief Financial Officer, Division of the Controller under the direction of the Senior Vice President & Chief Financial Officer (CFO) & Deputy Chief Financial Officer (CFO). The Division of the Controller is responsible for EXIM's accounting, financial reporting and analysis, financial system support, and servicing of the Bank's loans, guarantees, insurance, and related claims, debt rescheduling programs and certain administrative accounting. The incumbent serves as the Vice President (VP) and Controller and oversees the day-to-day operations and management of the division. The VP & Controller oversees and supervises the Accounting Analytics & Reporting, Portfolio Servicing, and Insurance and General Accounting units. The VP & Controller provides leadership, direct supervision, and management support over subordinate supervisor(s); Also, the incumbent has final oversight for the development and/ or implementation of major planning, evaluation, or monitoring of long/short range operational plans, resource requirements, and/or budgets for the division; and continually monitors and evaluates budget, fiscal, and administrative controls to manage the division programs and services. Duties include, but are not limited to: Serves as the VP and Controller to oversee the day-to-day operations and management of the division. Supervises a staff of professional accountants and technical support personnel comprised of first level supervisors and staff accountants and accounting technicians (serving as the second-level supervisor for staff accountants and accountant technicians). The incumbent is responsible for planning and carrying out the training and development of staff; providing direct oversight and training of new personnel and staff; evaluating staff's work performance serving as second-level signatory for staff's evaluations and first-level signatory for first-level managers); selecting, promoting, rewarding, and disciplining staff; and meeting equal employment opportunity and affirmative employment goals and objectives. Manages the accounting analysis and recording, financial reporting and audit, and various complex aspects of servicing of EXIM's insurance, loan, guarantee, and claims credit activities, such as disbursements of loans, claims, commission payments, and participant shares, processing of premia, fees, repayments, and recoveries. Serves as a primary liaison with EXIM's financial auditors; has general responsibility for EXIM's general ledger and financial statement preparation, including the footnotes and Management's Discussion & Analysis. Oversees key servicing and accounting functions for all of EXIM's loan, guarantee and insurance program; manages the processing of pertinent loan, guarantee, insurance, rescheduling, claim, and administrative expense receipts and disbursements which are not processed by Credit Administration & Claims Processing Division or by the Office of Chief Management Officer. Leads managers and staff in the monitoring and reconciling of various sub-ledger accounts to ensure proper support of general ledger balances in support of ongoing operations, accounting, and monthly general ledger closings. This requires the incumbent to lead first-level supervisors and staff accountants in the creation of new reconciliations and strategic approaches to ensure accurate accounting and servicing of EXIM credit and administrative accounting programs.

Qualifications

Basic Requirements: A. degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting? The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below: Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience in accounting analytics and financial reporting activities for Federal Credit Reform Act transactions including developing financial system needs to support new and existing credit programs. Experience in credit servicing activities for Federal Credit Reform Act transactions and their underwriting and approval completion, including developing financial system needs to support administrative accounting and processes. Experience with financial auditing and coordination of supporting documentation, accounting requested by the auditors from multiple Divisions (experience in internal controls compliance does not qualify); AND Experience directing colleagues, staff, supervisors, various levels of senior leadership, and other agencies or organizations on aspects related to general administrative accounting matters, direct loan, loan guarantee, insurance, and claims portfolio servicing. Education cannot be substituted for experience at the GS-15 grade level.
