About the Position: The incumbent will serve as a Human Resources Specialist in the G-1, Talent Acquisition Division, performing a wide variety of staffing and recruitment duties.
Duties
Assist with recruitment, placement, RIF, and related programs, including processing appointments, promotions, and special employment programs.
Provide advisory services on recruitment and placement actions, including identifying staffing problems and developing solutions.
Conduct evaluations of SDDC HR program accomplishments through reports, on-site visits, and surveys.
Recommend and establish procedures for evaluating program effectiveness and compliance with policies and standards.
Prepare slides for various meetings and reports using tracked information.
Maintain and update all recruit/fill actions to track their progress in the hiring process.
Advise management on recruitment strategies, sources, and special programs emphasizing affirmative action.
Provide technical advice on HR automated systems and reporting tools.
Carry out special projects in other Human Resource assigned segments and program areas, including identifying problem areas, providing recommendations, and following up on required actions.
Participate in resume panels and panel interviews to ensure integrity of the selection process.
Troubleshoot and resolve difficult and complex staffing problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes: (1) Assisting in providing advisory services to managers regarding Civilian Human Resources programs such as recruitment and placement, personnel management, and workforce planning; (2) Interpreting civilian human resources laws, regulations, and policies to advise management on staffing (recruitment) related strategies; and 3) Recommending and establishing procedures for periodic evaluation of program effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such as Human Resources Management, Business Administration, Labor and Employment Relations, Organizational Development, Human Resources Information Systems (HRIS), Compensation and Benefits Management, Employment Law, or Organizational Leadership (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes: (1) Providing advisory services to managers regarding Civilian Human Resources programs such as recruitment and placement, personnel management and/or workforce planning; (2) Interpreting civilian human resources laws, regulations, and policies to advise management on staffing (recruitment) related strategies; (3) Identifying and analyzing strategic staffing problems; (4) Assisting in developing short and long-range staffing plans; and/or (5) Providing technical advice and assistance on HR automated systems and reporting tools. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
