The primary purpose of this position is to serve as Chief, Personnel Programs Branch, with enterprise-wide responsibility for administering, managing and providing oversight over military and civilian personnel programs, and military awards and decorations for civilian and military personnel assigned to Air Mobility Command (AMC).

Duties

Plans, organizes, and directs the activities of the Personnel Program Branch, ensuring that military and civilian personnel programs meet customer needs and Senior Leadership goals and initiatives and comply with legal and regulatory requirements Exercises supervisory personnel management responsibilities over civilian and military personnel Represents the organization with a variety of installation and functional area organizations Serves as a Command action officer for personnel programs, program segments, or special projects

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft

  • This is a Supervisory Position. A 1 year probationary period is required if applicant selected has not previously met this requirement. This position meets the supervisory exemption criteria of the Fair Labor Standards Act (5CFR.204)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: Expert knowledge of a wide range of concepts, principles, practices, current trends, and developments in military and civilian personnel programs, policies, their mode of operation, theories, principles, procedures, and practices. Ability to direct a portion of the command's military and civilian personnel program and special trophy and awards and decorations and is responsible for providing technical guidance and management advisory services to civilian and military program managers throughout Air Mobility Command and base-level installations. Ability to provide leadership and direction in the formulation, execution and management of Federal, DoD, and AF policies governing personnel programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of concepts, principles, practices, current trends, and developments in military and civilian personnel programs, policies, their mode of operation, theories, principles, procedures, and practices. 2. Comprehensive knowledge of the structure, functions, missions, objectives, and current problems of military and civilian personnel programs and their relationships to other components of the Air Force and Air Mobility Command. 3. Skill in establishing and maintaining effective relationships; building consensus and coalitions; negotiating complex issues; gaining key cooperation from others through tact, courtesy, and diplomacy; and resolving conflicts with a variety of individuals and organizations. 4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and packaging the entire process in oral briefings, papers, or reports suitable for top management's use and decision-making. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to express ideas and concepts and communicate effectively, both orally and in writing. Knowledge of safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
