Duties

As a HUMAN RESOURCES SPECIALIST at the GS-0201-13 some of your typical work assignments may include: Serves as a Senior Human Resources Specialist with responsibility for planning, developing and carry out a full range of comprehensive management advisory services and program management for civilian human resources programs. Provides strategic, authoritative technical guidance, and expert level consultative employee- management advisory services on Human Resources Management (HRM) programs to support goals, objectives, and produce results that accomplish Command missions. Independently conducts, leads, and/or participates in project/studies to improve HRM programs and/or influence policy changes for the command that typically involve long-range, highly complex, and often politically sensitive topics. Provides expert level advice to senior leaders in a wide range of Human Resource Management areas such as merit promotion, recruitment and placement, affirmative employment, and resource management, and demonstration programs. Writes a variety of documents to include items for newsletters, responses to Congressional Inquiries, reports of special studies, briefing slides, scripts for briefings, letters responding to inquiries from employees and other customers, and supplements to regulations and directives.

Qualifications

You may qualify at the GS-GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Uses knowledge of advanced Federal Human Resource Management (HRM) principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques. Advises management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems. Conducts reviews and analyzes HR program operations to include identifying deficiencies and barriers; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
