This position is located in the Directorate for Technology, Innovation, and Partnerships (TIP), Division of Innovation and Technology. The incumbent
performs a variety of complex Program Analysis assignments in support of unique or ongoing projects in the activity to which assigned. Projects may involve complex administrative program reviews, cross directorate administrative activities, and organizational studies related to Clusters, reorganizations, resources utilization, etc.
Duties
As a Program Analyst, GS-0343-11/12 (Detail or Temp Promotion) NF, you will perform the following duties:
Identifies and advises supervisor of the resources required to provide administrative support, including funding, staff and equipment to assigned projects.
Administers assigned budget operations by performing continuous analysis of organizational use of allocated funds; prepares reports of expenditures and projections.
Identifies and advises on financial matters such as establishing new accounts, funding special projects ,resolving discrepancies, and handling of accounts.
Ensures that regulations concerning financial management are adhered to in all areas of responsibility.
Works collaboratively with other team members to restructure work processes, standardize procedures, and manage changes across organizations supported.
Evaluates the effectiveness of administrative procedures and the consistency of their contributions to the accomplishment of organization goals and objectives; recommends changes, to meet short and long-term strategic plans and objectives of the organizations.
Plans, develops, coordinates, organizes, implements, communicates, and tracks project plans, guidelines, budgets, procedures and timetables including recommending changes in policy and management activities for these projects.
Performs management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of cross directorate programs and activities.
Collects pertinent statistical data and narrative information from a variety of sources within and outside NSF; and applies various analytical techniques to data management systems in order to identify patterns and trends.
Performs a variety of administrative support tasks, as needed, to include: answering phones, greeting visitors, drafting correspondence in final format,
Qualifications
To qualify at the GS-11 level, you must have one year of specialized experience equivalent to the GS-09 Level in the Federal service performing complex analyses. Examples of specialized experience may include: using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures; engaging in on-going analysis of financial matters to determine resources required and ensuring that regulations concerning financial management are adhered to; applying various analytical techniques to data management systems in order to identify patterns and trends; performing management studies to evaluate and measure the progress and success of projects assigned and to identify and recommend ways to improve the effectiveness and efficiency of programs and activities. OR;
a Ph.D. or equivalent doctoral degree OR;
Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. OR;
A combination of post high school education and experience that combined meet the qualification requirements for this position.
To qualify at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 Level in federal service performing, leading, and overseeing complex analyses. Examples of experience include: using quantitative/qualitative analytical techniques to evaluate the effectiveness of administrative procedures & operations, & to recommend changes to meet short/long-term strategic plans; engaging in on-going analysis of financial matters to determine resources required & ensuring that regulations concerning financial management are adhered to; applying various analytical techniques to data management systems in order to identify and report on patterns/trends; & performing management studies to evaluate & analyze projects, programs, & activities & to recommend solutions to increase efficiency/effectiveness.
Note: Candidates who do not meet the qualification requirements for a Temporary Promotion will be considered for a Detail. During a Detail, your current grade level and rate of pay will not change.

Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
Education
FOR GS-11: Education may be substituted for experience as described in "Qualifications." If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
FOR GS-12: Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
