About the Position: Serves as the Assistant Chief of Training for the Fire Protection and Prevention Division.
This position has been identified as a secondary position and has been approved for firefighter special retirement coverage. In order to qualify for secondary coverage, the incumbent must meet the transfer requirements.
Duties
As the Assistant Chief of Training, you will be responsible for:
Manage the comprehensive fire protection training, safety, and hazardous material handling programs at the installation.
Responsible for planning a comprehensive program of on the job, proficiency and certification training for all Fire and Emergency personnel.
Assign and direct work of subordinates who administer program activities.
Develop lesson plans for recurring proficiency training utilizing methods following established policy and procedures.
Prepare monthly, quarterly, semiannual and annual training schedules for approval.
Conduct recurring proficiency training in each functional area of fire protection.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess a valid state Driver's License in one of the 50 U.S. States or possessions to operate vehicles.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position is subject to a pre-employment drug screening and random testing there after, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires wearing a uniform and safety apparel in accordance with established policies and procedures.
- This position requires a 56-hour weekly tour (includes weekends, nights, and/or holidays) with one night over each week and is subject to recall to duty, as required.
- This position requires participation in the DoD Physical Fitness Training Program IAW DoD NFPA requirements.
- This position may require the employee to work under adverse environmental conditions. The incumbent may be subject to dense smoke, flames, extreme heat, cold, dust, water, and possible explosions as well as exposure to toxic fumes and materials.
- Incumbent must be able to maintain necessary alertness, self-control, and emotional stability under emergency conditions.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: At least one FULL year of specialized experience at or equivalent to at least the GS-09 grade level in the Federal service. Specialized experience is defined as experience assisting with the management of fire protection training programs; experience with the performance of fire operations; and experience with incident command involving structural, aircraft rescue firefighting, wild land firefighting and rescue, and hazardous material incidents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
Selective Placement Factor: In addition to the specialized experience required to qualify for the Fire Protection Specialist (GS-11 level) you must also possess and maintain ALL the following Department of Defense (or reciprocal equivalent) certifications: Fire Instructor III, Fire Inspector II, Hazardous Materials Incident Commander, Hazardous Materials Technician, Airport Firefighter, and Fire Fighter II. You MUST attach a copy of all the required certifications to your application.
This position has been identified as a secondary position and has been approved for special retirement coverage (SRC) under the provisions of title 5 United States Code, Sections 833(c) and 8412(c) by DoD Memorandum dated November 22, 2013. Employee must meet all transfer requirements for their respective retirement system on the date of the move to this secondary position to be entitled to remain covered under SRC.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
NOTE: All applicants must meet specialized experience and time in grade requirements within thirty (30) days after the closing date of the announcement. Current employees applying under VEOA are subject to time-in-grade restrictions like any other GS employee.
