Duties
You will begin serve as a FINANCIAL MANAGEMENT ANALYST in the FLT COMPTROLLER, FINANCIAL MGMT, ACCOUTNING/FINANCIAL RESOURCES, TRAVEL BR, COMUSFLTFORCOM, NORFOLK VIRGINIA.
You will formulate of budget and estimates to support plans, programs, and activities; review and evaluate budget requests, control and reporting of obligations and expenditures.
You will provide information about, and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
You will research guides to locate accounting, budgetary and financial information and prepares summaries for use by managers.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience performing responsibilities as HL 3 and FFC Staff Agency Program Coordinator (APC/Alternate) for the Government Travel Credit Card (GTCC) and assisting with some staff ODTA requirements.
Experience providing analytical and interpretive functions associated with the administration of Travel and the Government Travel Charge Card (GTCC) Programs.
Experience establishing and maintaining effective working relationships with related staff at all levels through clear, courteous, and effective communications with both internal and external customers. Experience improving the GTCC processes and customer satisfaction.
Experience and skills in the following systems: (1) Defense Travel System (DTS), (2) CITI Bank EAS, (3) Visa INTELLILINK, (4) Command Financial Management System (CFMS), (5) Standard Accounting Budgeting and Reporting System (SABRS)

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
