You will serve as a Safety and Occupational Health Specialist in the DAiTA Group, Infrastructure Safety and Environmental Department of NAVAIRWARCENAC DIV.
Duties
You will act as expert safety advisor to manage programs and provide expert knowledge on mission critical safety requirements for programs involving testing of aircraft and new innovative NAVAIR systems.
You will monitor the command safety program, which includes reviewing the safety inspections and OSH deficiencies, and initiate action to Industrial Hygiene surveys.
You will apply management organizational principles and practices in mission planning, test and industrial program analyses, culminating in operational risk management, procedural development and safety plans.
You will be responsible for planning a mission safety program and serve as safety and health advisor to program managers in resolving diverse safety and occupational health deficiencies within program elements.
You will conduct visits to workplaces previously inspected by other inspectors to determine compliance and effectiveness of the Navy Safety and Occupational Health program through identification and resolution of hazards.
You will develop safety training curriculum and conduct a safety education program to fulfill all mandated requirements through formal sessions, discussions and to promote awareness of hazards and preventative measures.
You will provide input on safety requirements for matters of asbestos, hazardous materials, respiratory protection, personal protective equipment, lockout, bloodborne pathogens, occupational hazards, and material handling.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of the Navy's Safety program and federal occupational safety and health regulations. This includes a thorough understanding of Safety and Occupational Health (SOH) standards with regard to asbestos, radiation safety, confined space, fall protection, weight/material handling, electrical and lock-out/tag out programs. Must be able to interpret Standard Operating Procedures (SOP's) and Test Program Operational Risk Management Plans. Must be able to formulate and deliver safety training to large groups. Must demonstrate the knowledge and skill to apply safety practices. Incumbent must demonstrate this knowledge to work collaboratively with NAWCAD command managers to devise, document, justify and implement overall safety objectives and mitigation factors. Must demonstrate skill in communicating program information in such a way as to logically convey findings and recommendations (e.g., presentation of analytical results and recommendations). Ability to collaborate and negotiate successfully with professional peers to gain acceptance of recommendations and proposals perceived to be in the NAWCAD's and the Navy's best interests. Skill in using tact, diplomacy, mature judgment, and persuasion in dealing with personnel at all levels within and outside the NAWCAD.
