The Loan Specialist is located within the Department of Veterans Affairs, Veterans Benefits Administration (VBA), Loan Guaranty Service (LGY). The Loan Specialist (LS) will work as a member of the Loan Administration Value Stream. The Loan Specialist will monitor performance of loan servicers/holders that service VA-guaranteed loans in accordance with Title 38, USC to protect the interests of the U.S. Government. This is a developmental position leading to the full performance level of GS-11.
Duties
Specific duties include:
Applying VA servicing regulations, policies, and procedures in performing daily loan administration tasks.
Conducting servicing oversight of servicer actions completed including workout and loss mitigation options, loan modifications, "net value" determinations, servicer paid expenses, releases of security.
Processing claims to determine the correct claim payable amount under the VA guaranty by reviewing the servicer submitted data in comparison to the loan data/event history.
Reviewing documentation including but not limited to loan notes, mortgages, deeds of trust, title reports, underwriting (income and credit) packages, loan modification agreements.
Managing workload effectively: follows instructions, works independently, and manages his/her workbasket with little or no supervision. Prioritizes workload efficiently to complete all required tasks completely and timely.
Possessing problem solving and decision-making skills: research facts in individual problem cases, analyzes the facts and circumstances, judges the implications of alternate courses of action, and chooses the proper course of action.
When necessary, supplementing the servicer's efforts in servicing VA guaranteed loans through phone contacts, correspondence, and face to face interviews to resolve the problem or to cure the default and minimize liquidations and VA losses.
Demonstrating effective written and oral communication skills; with Veterans, servicers, real estate attorneys, and mortgage banking industry professionals in discussing VA regulations and procedures and their effects on home retention options. Prepares emails, letters, and memos as required in a clear and concise manner. Conducts all communications in a professional and courteous manner and documents VALERI loan notes.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: This position has an IOR (Individual Occupational Requirement) that must be met in addition to the Time-in-Grade and regular Specialized Experience qualifications. See below:
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Specialized Experience (for positions above GS-5): Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-09 position you must have served 52 weeks at the GS-07 level.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-09 Grade Level
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the Federal service. Specialized experience: Experience with policies and regulations related to servicing and liquidating home loans. Experience must include performing financial audits and analyzing financial trends as they pertain to mortgage loans. Other qualifying experience includes performing financial audits and analyzing financial trends as they pertain to mortgage loans. OR
Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree with a Major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology; or 2 full years of progressively higher level graduate education leading to such a degree. OR
Combination: Applicants may combine education & experience to qualify at this level. You must have at least six months specialized experience at the GS-07 in the normal line of progression for the occupation in the Federal service; and possess education beyond 18 semester hours of graduate level in with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
GS-11 Grade
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the Federal service. Specialized experience: Experience in all phases of servicing and liquidating loans to include reviewing and passing along applications for agricultural, commercial, bank or mortgage loans. OR
Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PH.D. or equivalent doctoral degree with a Major in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology; or 3 full years of progressively higher level graduate education leading to such as degree. OR
Combination: Applicants may combine education & experience to qualify at this level. You must have a combination of at least six months specialized experience at the GS-09 in the normal line of progression for the occupation in the Federal service; and education beyond 27 semester hours of graduate level in with a major study in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is predominantly sedentary.
