About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Ft Cavazos Network Enterprise Center (SANEC).
Duties
Ensure the integration, use, operation, and maintenance of network and voice technologies throughout Fort Cavazos.
Develop procedures, provide recommendations and plan, test, implement, and coordinate upgrades and configuration changes.
Integrate, add, move, or change voice, video and data networks and peripherals, including Unified Communications telephones and features on a strategic network.
Monitor operation to ensure hardware and software are functioning properly and operation standards are met.
Install, test, troubleshoot, program, maintain, and repair telephone switching equipment, attendant consoles, power and relay racks, miscellaneous telephone sets, radio, fire alarms, intrusion alarms, computer data circuits and related equipment.
Complete scheduled preventative and unscheduled demand maintenance in accordance with commercial manuals and/or US Government directives and local guidance.
Replace faulty equipment hardware with spare parts and ensures defective equipment is turned-in for repair or replacement.
Function as system administrator for computer-controlled telephone switch systems, VoIP call managers, Video Conferencing call manager, voice mail server and/or Automated Attendant server.
Responsible for the effective maintenance, utilization, troubleshooting, and repair of installation cable distribution systems from the main distribution frame to the Internal Cable Distribution Systems required to bring services to the customer.
Comply with DISA Security Technical Inspection Guides (STIGs) to ensure operations are performed in accordance with system security requirements.
Survey and evaluate network usage, user complaints, traffic interruptions or other communication issues, hardware and software capabilities, and other relevant factors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must obtain and maintain a Top-Secret security clearance eligibility.
- The Investigation Requirement for this position is Tier 5 (T5). Position is designated as critical sensitive.
- The incumbent must successfully pass a urinalysis screening for illegal drug use prior to appointment and be subject to periodic and random urinalysis drug testing.
- Required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03, Cyberspace workforce qualification and management program.
- A pre-employment physical is required.
- Required to obtain and maintain a valid state driver’s license and any installation and/or DoD license required for the type of vehicle being driven.
- Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
- Temporary Duty (TDY) travel up to 10% may be required.

To qualify based on your experience, your resume must describe One year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by troubleshooting telecommunications technology/Voice Over Internet Protocol software/hardware/components (i.e. switches, cabling, equipment, access points) to identify issues and maintain/restore user services; performing System Administrator duties to configure, operate and update Voice Over Internet Protocol systems (i.e. computer-controlled telephone switch systems, call managers, Video Conferencing call manager, voice mail servers and/or Automated Attendant servers); installing/maintaining/troubleshooting and repair of cable distribution systems to ensure systems meet organizational communications needs; analyzing digital communications technologies to determine performance, identify issues and recommend upgrades to improve operational efficiency.

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
