This position is assigned to the Assistant Chief of Staff of the Mental Health Service Line. The incumbent provides short term rehabilitation services to Veterans, family members, and groups of Veterans in the VA SORCC DRRTP. The position supervises a team comprised of Rehabilitation Technicians (RT) in providing inpatient front-line clinical services to Veterans in the VA SORCC Domiciliary Residential Rehabilitation Treatment Programs (DRRTP) 24/7 setting.

Duties

The Supervisory Rehabilitation Technician assists the DRRTP Operations Manager with oversight of RRTP 24/7 front-line clinical staff. Assists with the administration of policies, procedures and programs to ensure compliance with regulatory organizations, to include, but not limited to: VHA, CARF, The Joint Commission, and Office of the Inspector General. Other duties include: Provides leadership to the front-line clinical team, makes difficult decisions, solves day to-day unique operational and personnel problems. Serves as a recovery agent by providing and advocating for effective wellness and holistic recovery-based services that aid veterans in daily living. Triages and refers Veterans using SORCC services and procedures. Supervises and leads the interprofessional crisis management alert and response protocol through a coordinated team response to behavioral emergencies within the DRTTP. Manages individual Rehabilitation Technicians and team performance using various approaches such as quality reviews and in-person observations. Oversees the team-based approach with staff training to mitigate violence in the DRRTP setting. Verifies and approves CEU credits for rehabilitation technician providers and ensures provider team members' competencies are maintained by coordinating and tracking training and certification status. Coordinates all 24/7 front-line clinical staffing coverage to ensure that services are available to DRRTP service users as part of their comprehensive treatment and wellness recovery services. Maintains program and administrative reference materials, project files, and relevant background documents and makes available policies, procedures, and written instructions. Distributes written instructions, reference materials, and resources; and maintains extensive knowledge of best practices, therapies and resources. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 04/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Per the Office of Personnel Management (OPM), there is an Individual Occupational Requirement (IOR) Specialized Experience (for positions at GS-4 and above): Experience that involved the observation of and assistance in the application of techniques relating to behavior, capacities, traits, interests, and activities of either humans or, under laboratory conditions, animals. Experience may have been gained in connection with a program of research or direct services in psychology that gave a practical understanding of some of the principles, methods, and techniques of psychology needed to assist professional psychologists. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying knowledge of assaultive behavior and the basic principles of deescalating a potentially assaultive veteran and knowledge of evaluation of risk for self-harm and harm to others. Providing counseling follow-up of veteran case load, utilizing accepted standards for individual counseling techniques concerned with psychosocial recovery and rehabilitation. Facilitating ongoing individual group sessions to teach Veteran's evidence-based interventions aimed at identifying and combating negative cognitions and/or maladaptive coping strategies. Utilizing and teaching communication, relapse prevention, and problem-solving techniques with individuals and groups; role play, and ongoing small group discussion will be utilized to identify common problems in daily living as well as methods of coping. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., with major study in psychology, statistics, or other directly related subjects. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education (in excess of the first year or 18 semester hours) with a major study in psychology, statistics, or other directly related subjects and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
